Il y cor\u00e9dige clandestinement, avec Ernesto Rossi, en 1941 le Manifeste de Ventotene, qui identifie l'\u00c9tat-nation comme la cause des conflits mondiaux et pr\u00e9conise la cr\u00e9ation d'une f\u00e9d\u00e9ration europ\u00e9enne comme priorit\u00e9 absolue pour garantir la paix et la libert\u00e9.\r\n\r\nD\u00e8s sa lib\u00e9ration en 1943, Spinelli fonde le Mouvement f\u00e9d\u00e9raliste europ\u00e9en, dont le programme s\u2019inspire largement du Manifeste de Ventotene.\r\n\r\nPendant la p\u00e9riode de la construction europ\u00e9enne, il alterne entre r\u00f4les de conseiller politique \u2014 tout d\u2019abord d\u2019Alcide De Gasperi en 1951, puis de Pietro Nenni \u2014 et fonctions institutionnelles, en tant que membre de la Commission europ\u00e9enne charg\u00e9 de la politique industrielle et de la recherche, puis au Parlement europ\u00e9en d\u00e8s 1976.\r\n\r\nAltiero Spinelli est rapporteur de la Commission institutionnelle qui propose le projet de trait\u00e9 d\u2019Union europ\u00e9enne adopt\u00e9 le 14 f\u00e9vrier 1984 par le Parlement
