Cela s\u2019explique institutionnellement, puisque son d\u00e9partement, le Commerce, comprend l'International Trade Administration (ITA) et la United States Trade International Commission (USITC), qui jouent un r\u00f4le clef dans les questions de commerce international et de protection douani\u00e8re. Selon Politico, il influence fortement le Pr\u00e9sident et a milit\u00e9 en faveur de droits de douane plus \u00e9lev\u00e9s pour le \u00abLiberation Day\u00bb.
