{"id":97835,"date":"2021-01-18T12:07:01","date_gmt":"2021-01-18T11:07:01","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=97835"},"modified":"2021-01-18T12:07:06","modified_gmt":"2021-01-18T11:07:06","slug":"les-etats-non-membres-de-la-zone-euro","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2021\/01\/18\/les-etats-non-membres-de-la-zone-euro\/","title":{"rendered":"Les \u00c9tats non membres de la zone euro"},"content":{"rendered":"\n<p>Aujourd\u2019hui se r\u00e9unit l\u2019Eurogroupe, alors que plusieurs \u00c9tats membres de l\u2019Union mais non membres de la zone euro ont accumul\u00e9 les d\u00e9clarations sur la monnaie unique la semaine derni\u00e8re.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Trois sujets sont sur la table&#160;:&nbsp;<\/strong>le plan de relance europ\u00e9en, les d\u00e9s\u00e9quilibres dans la zone euro \u00e0 l\u2019heure de la pand\u00e9mie, les relations mon\u00e9taires \u00e0 l\u2019\u00e8re Biden.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/ZJjUu\/1\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>De plus.\u00a0<\/strong>La Bulgarie pr\u00e9sentera un plan national pour l&rsquo;adoption de l&rsquo;euro, alors que la Roumanie retardera une nouvelle fois son entr\u00e9e dans la zone euro.<\/li><li><strong>La Roumanie ne remplit aucun des crit\u00e8res de convergence.<\/strong>\u00a0Le d\u00e9ficit budg\u00e9taire d\u00e9passe le seuil de 3&#160;%\u00a0du\u00a0PIB, le taux d&rsquo;inflation d\u00e9passe la moyenne des trois premiers \u00c9tats avec les meilleures performances et la convergence\u00a0du\u00a0taux d&rsquo;int\u00e9r\u00eat \u00e0 long terme est au-dessus\u00a0du\u00a0niveau de r\u00e9f\u00e9rence. La Roumanie ne participe pas au m\u00e9canisme de change europ\u00e9en (MCE II). Toutefois, le\u00a0<a href=\"https:\/\/lldl.us14.list-manage.com\/track\/click?u=10762824cc6c812ec1f389f08&amp;id=550a57f43a&amp;e=9d9d57a1aa\" target=\"_blank\" rel=\"noreferrer noopener\">nouveau gouvernement<\/a>\u00a0s\u2019est donn\u00e9 comme objectif d\u2019adh\u00e9rer \u00e0 la zone euro.\u00a0<\/li><li><strong>Le 10 juillet 2020<\/strong>, la Bulgarie et la Croatie avaient int\u00e9gr\u00e9 le m\u00e9canisme de change, et au mois d\u2019octobre l\u2019Union bancaire. La dette croate d\u00e9passe toutefois les 60&#160;%\u00a0du\u00a0PIB, et en Bulgarie le taux d\u2019inflation d\u00e9passe la barre de 1,5&#160;%.<\/li><li><strong>Les limites politiques de l\u2019union mon\u00e9taire<\/strong>. Nous pouvons nous attendre \u00e0 ce que l\u2019adh\u00e9sion des nouveaux pays \u00e0 la zone euro soit une d\u00e9cision politique, et qu\u2019elle prenne en compte des crit\u00e8res comme le respect de l\u2019\u00c9tat de droit.\u00a0<\/li><li><strong>Une question g\u00e9opolitique<\/strong>. L\u2019acc\u00e9l\u00e9ration\u00a0du\u00a0processus d\u2019adh\u00e9sion de la Bulgarie et de la Croatie est li\u00e9e au plan de relance. Comme l\u2019ancien pr\u00e9sident roumain, Traian B\u0103sescu, soulignait dans\u00a0<a href=\"https:\/\/lldl.us14.list-manage.com\/track\/click?u=10762824cc6c812ec1f389f08&amp;id=a41d01840b&amp;e=9d9d57a1aa\" target=\"_blank\" rel=\"noreferrer noopener\">un entretien au <em>Grand Continent<\/em><\/a>&#160;: \u00ab&#160;en dehors de la zone euro, on est en dehors de la zone de d\u00e9cision&#160;\u00bb.<\/li><li><strong>Ce jeudi,<\/strong>\u00a0la BCE se retrouve pour sa
