{"id":94754,"date":"2020-12-15T14:10:24","date_gmt":"2020-12-15T13:10:24","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=94754"},"modified":"2020-12-15T14:10:29","modified_gmt":"2020-12-15T13:10:29","slug":"la-peche-en-europe","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2020\/12\/15\/la-peche-en-europe\/","title":{"rendered":"La p\u00eache en Europe"},"content":{"rendered":"\n<p>Aujourd&rsquo;hui, le Conseil de l\u2019Union Agriculture et P\u00eache se r\u00e9unit pour la derni\u00e8re fois cette ann\u00e9e.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Querelles.<\/strong>&nbsp;Lors du dernier Conseil de l\u2019ann\u00e9e d\u00e9di\u00e9 \u00e0 cette comp\u00e9tence, les ministres des \u00c9tats membres vont notamment se livrer \u00e0 d\u2019interminables tractations sur la r\u00e9partition des quotas de p\u00eache (ou totaux admissibles de captures) dans trois zones&#160;: Atlantique et mer du Nord, certains stocks d\u2019eau profonde, mer M\u00e9diterran\u00e9e et mer Noire.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/obJEL\/1\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>La p\u00eache, enjeu du Brexit.<\/strong>\u00a0Si les \u00c9tats membres se querellent sur l\u2019attribution des quotas de p\u00eache par \u00c9tat, ils sont unis pour d\u00e9fendre le volume global de p\u00eache de l\u2019Union face aux positions des Britanniques sur le sujet.<\/li><li><strong>La situation actuelle.<\/strong>\u00a0La p\u00eache repr\u00e9sente une part infime des PIB du Royaume-Uni et des \u00c9tats c\u00f4tiers du Nord (moins de 0,1&#160;%), mais beaucoup de communes littorales d\u00e9pendent largement de la p\u00eache. Actuellement, les ZEE des \u00c9tats membres (et du Royaume-Uni jusqu\u2019\u00e0 fin d\u00e9cembre) sont g\u00e9r\u00e9es au niveau europ\u00e9en et les quotas sont r\u00e9partis dans ce fameux dernier Conseil \u00ab&#160;Agriculture et P\u00eache&#160;\u00bb de l\u2019ann\u00e9e. Au-del\u00e0 des quotas, la vente des fruits de la p\u00eache est lib\u00e9ralis\u00e9e dans le march\u00e9 commun et le Royaume-Uni exporte quasiment les trois quarts de ses poissons dans les \u00c9tats membres.<\/li><li><strong>La position britannique sur la p\u00eache<\/strong>. Le Royaume-Uni veut r\u00e9cup\u00e9rer une bonne partie de sa ZEE ou au moins b\u00e9n\u00e9ficier de quotas de p\u00eache \u00e9lev\u00e9s dans ses eaux, tout en pouvant vendre sa p\u00eache librement dans l\u2019Union. Il voudrait ren\u00e9gocier chaque ann\u00e9e avec l\u2019Union les quotas.<\/li><li><strong>La position europ\u00e9enne sur la p\u00eache<\/strong>. L\u2019Union veut conserver des quotas de p\u00eache \u00e9lev\u00e9s pour les p\u00eacheurs europ\u00e9ens dans les eaux britanniques sans avoir \u00e0 les ren\u00e9gocier chaque ann\u00e9e. Si le Royaume-Uni refuse, elle est pr\u00eate \u00e0 mettre en place des droits de douane \u00e9lev\u00e9s \u00e0 l\u2019importation de la p\u00eache britannique dans l\u2019Union.<\/li><li><strong>On ne sait toujours pas<\/strong>. \u00c0 midi, hier, Ursula von der Leyen et Boris Johnson ont indiqu\u00e9 souhaiter poursuivre leurs n\u00e9gociations et ne pas avoir trouv\u00e9 d\u2019accord. La veille, la Marine britannique a annonc\u00e9 qu\u2019en cas d\u2019absence d\u2019accord, elle positionnerait des navires pour prot\u00e9ger les zones de p\u00eache britanniques.
