L\u2019Afrique peine \u00e0 \u00eatre vue comme sujet et reste l\u2019objet des rivalit\u00e9s entre puissances.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Cette semaine<\/strong>\u00a0ont eu lieu des \u00e9lections pr\u00e9sidentielles et l\u00e9gislatives au Ghana (7 d\u00e9cembre), des s\u00e9natoriales au Liberia accompagn\u00e9es d\u2019un r\u00e9f\u00e9rendum constitutionnel sur l\u2019autorisation de la double nationalit\u00e9 et la r\u00e9duction de la dur\u00e9e des mandats pr\u00e9sidentiels et parlementaires (8 d\u00e9cembre), des s\u00e9natoriales \u00e0 Madagascar (11 d\u00e9cembre) et des municipales au Niger (13 d\u00e9cembre).<\/li><li><strong>Politique am\u00e9ricaine, de Trump \u00e0 Biden<\/strong>. L\u2019Afrique a comme le reste du monde connu un relatif d\u00e9sengagement diplomatique am\u00e9ricain pendant le mandat de Trump. Cependant, la coop\u00e9ration UE-Afrique ne s\u2019appuie pas sur des structures institutionnelles fortes et peine pour l\u2019instant \u00e0 se concr\u00e9tiser.&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-94467' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2020\/12\/13\/lafrique-et-le-monde\/#easy-footnote-bottom-2-94467' title='VALLEE Olivier, &lt;a href=&quot;https:\/\/legrandcontinent.eu\/fr\/2020\/02\/13\/10-points-sur-lespace-geopolitique-afrique-europe\/?mc_cid=06b09a1729&amp;amp;mc_eid=9d9d57a1aa&quot;&gt;10 points sur l\u2019espace g\u00e9opolitique Afrique\/Europe&lt;\/a&gt;, Le Grand Continent, 13 f\u00e9vrier 2020'><sup>2<\/sup><\/a><\/span><\/span><\/li><li><strong>Le nouveau Cotonou.<\/strong>\u00a0La semaine derni\u00e8re, l\u2019Union europ\u00e9enne et l\u2019Organisation des \u00c9tats d\u2019Afrique, des Cara\u00efbes et du Pacifique (OEACP) sont parvenus\u00a0\u00e0 un accord politique sur l\u2019apr\u00e8s-Cotonou, autour de six domaines strat\u00e9giques prioritaires&#160;: les droits de l&rsquo;homme, la d\u00e9mocratie et la gouvernance&#160;; la paix et la s\u00e9curit\u00e9&#160;; le d\u00e9veloppement humain et social&#160;; la viabilit\u00e9 environnementale et le changement climatique&#160;; la croissance et le d\u00e9veloppement \u00e9conomiques durables et inclusifs&#160;; la migration et la mobilit\u00e9. S\u2019enclenche d\u00e9sormais un long processus l\u00e9gislatif et r\u00e9glementaire qui devrait courir sur toute l\u2019ann\u00e9e 2021.<\/li><li><strong>L\u2019Union africaine et les conflits<\/strong>. L\u2019UA, sous la pr\u00e9sidence sud-africaine de Cyril Ramaphosa, tente actuellement d\u2019\u00e9tablir une m\u00e9diation et une protection des civils dans le conflit actuel en Ethiopie.<\/li><li><strong>La force priv\u00e9e<\/strong> est devenue un march\u00e9 et l\u2019emploi de mercenaires dans les conflits se d\u00e9veloppe au Moyen Orient et en Afrique.
