Reykjavik. <\/em>Plus de 2000 personnes de 60 pays diff\u00e9rents ont assist\u00e9 (du 19 au 21 octobre) \u00e0 la r\u00e9union annuelle du Cercle polaire arctique, un \u00e9v\u00e9nement qui r\u00e9unit chaque automne des politiciens, des diplomates, des scientifiques et des intervenants du monde entier. \u00c9tait notamment pr\u00e9sent le commissaire europ\u00e9en charg\u00e9 des affaires maritimes et de la p\u00eache, M. Karmenu Vella (2<\/strong>). C’est la premi\u00e8re fois qu’un si haut repr\u00e9sentant de l’Union participe aux travaux de l’Assembl\u00e9e. Peut-\u00eatre un signe d’un int\u00e9r\u00eat croissant de l’Ue pour la r\u00e9gion, de plus en plus strat\u00e9gique compte tenu de la fonte des glaces et de la lib\u00e9ration de nouvelles routes maritimes et des ressources naturelles qui en r\u00e9sulte.<\/p>\n\n\n\n

L’Assembl\u00e9e du Cercle polaire arctique est un \u00e9v\u00e9nement ouvert \u00e0 tous, offrant \u00e0 l’Union une pr\u00e9sence qui lui est refus\u00e9e au sein du Conseil de l’Arctique, o\u00f9 ses tentatives d’\u00eatre admise comme \u00ab observateur permanent \u00bb ont r\u00e9cemment \u00e9t\u00e9 contrari\u00e9es par le veto russe (1<\/strong>). Cette ann\u00e9e, l’Union a organis\u00e9 une session de travail intitul\u00e9e \u201cProgrammes spatiaux de l’Ue pour l’Arctique\u201d, co-organis\u00e9 une autre \u201cDeuxi\u00e8me r\u00e9union minist\u00e9rielle des sciences arctiques \u00e0 Berlin\u201d ainsi qu\u2019une autre conf\u00e9rence sur le th\u00e8me g\u00e9n\u00e9ral \u201cL’Union europ\u00e9enne et l’Arctique\u201d.<\/p>\n\n\n\n

L’\u00e9dition 2018 a donc vu une augmentation marqu\u00e9e de la participation de l’Union par rapport aux ann\u00e9es pr\u00e9c\u00e9dentes, lorsque sa participation maximale \u00e9tait un message vid\u00e9o de Vella, \u00e0 l’\u00e9dition 2017. \u201cMais les rois du Cercle polaire restent les pays asiatiques – souligne Camille Escud\u00e9, doctorante \u00e0 Sciences Po sp\u00e9cialiste de la g\u00e9opolitique arctique – et en particulier la Chine, qui a \u00e9t\u00e9 tr\u00e8s pr\u00e9sente et a organis\u00e9 un \u00e9v\u00e9nement appel\u00e9 \u201cnuit chinoise\u201d qui a d\u00fb co\u00fbter tr\u00e8s cher. En Islande, la Chine s’est vraiment impos\u00e9e comme un leader\u201d.<\/p>\n\n\n\n
