Il y a un mois, les prix Nobel d\u2019\u00e9conomie 2019 Abhijit Banerjee et Esther Duflo publiaient une tribune dans <em>Le Monde<\/em>, intitul\u00e9e \u00ab&#160;<a href=\"https:\/\/www.lemonde.fr\/idees\/article\/2020\/09\/26\/covid-19-il-existe-une-solution-pour-eviter-les-contaminations-a-noel-decreter-un-confinement-durant-la-periode-de-l-avent_6053680_3232.html\">Il faut d\u00e9cr\u00e9ter un confinement de l\u2019Avent pour sauver No\u00ebl<\/a>&#160;\u00bb. Ils invitaient \u00e0 reconfiner la France du 1er au 20 d\u00e9cembre 2020.<\/li><li><strong>Du laboratoire au d\u00e9bat public<\/strong>. Ce genre de propositions s\u2019inscrit dans un \u00e9lan progressif du couple de Nobel vers le d\u00e9bat public, que caract\u00e9risait d\u00e9j\u00e0 par exemple leur ouvrage <em>\u00c9conomie utile pour des temps difficiles<\/em> de mars dernier (pour la version fran\u00e7aise chez Seuil, Les \u00e9ditions du Nouveau monde). Celui-ci couvrait des domaines plus larges que l\u2019\u00e9conomie du d\u00e9veloppement, leur sp\u00e9cialit\u00e9.&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-89470' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2020\/10\/29\/banerjee-et-duflo-avaient-ils-raison\/#easy-footnote-bottom-1-89470' title='&lt;a href=&quot;https:\/\/legrandcontinent.eu\/fr\/2019\/10\/15\/les-derniers-seront-les-premiers\/&quot;&gt;Les derniers seront les premiers&lt;\/a&gt;, Le Grand Continent, 15 octobre 2019'><sup>1<\/sup><\/a><\/span><\/span><\/li><li><strong>Le gouvernement fran\u00e7ais suit (un peu) Duflo<\/strong>. Le reconfinement annonc\u00e9 hier par Emmanuel Macron en pleine <a href=\"https:\/\/legrandcontinent.eu\/fr\/2020\/08\/31\/covid-19-deuxieme-vague\/\">deuxi\u00e8me vague<\/a> de COVID-19 est cens\u00e9 s\u2019arr\u00eater le 1er d\u00e9cembre\u2026 mais pas grand monde ne croit qu\u2019il s\u2019arr\u00eatera vraiment l\u00e0. En cela, cette nouvelle phase de la gestion du coronavirus, avant la fin d\u2019ann\u00e9e, semble s\u2019apparenter \u00e0 ce que pr\u00f4naient Banerjee et Duflo. Il faut d\u2019ailleurs noter que dans leurs tribunes, les deux \u00e9conomistes montraient \u00e9galement que d\u2019autres politiques \u00e9taient impossibles (confinement des seniors, politique de tests massive, etc.), exactement comme l\u2019a fait le pr\u00e9sident fran\u00e7ais hier soir.<\/li><li><strong>Objectif&#160;: sauver le poids de No\u00ebl dans l\u2019\u00e9conomie<\/strong>. En 2019, un Fran\u00e7ais aurait en moyenne d\u00e9pens\u00e9 <a href=\"https:\/\/www.csa.eu\/fr\/survey\/budget-des-fran%C3%A7ais-pour-noel-2019\">549 \u20ac<\/a> pour ses d\u00e9penses de No\u00ebl. La m\u00eame ann\u00e9e, un Irlandais aurait d\u00e9pens\u00e9 en moyenne <a href=\"https:\/\/www.ibec.ie\/connect-and-learn\/media\/2019\/12\/23\/retail-ireland-launch-christmas-retail-monitor-2019#:~:text=Retail%20Ireland%2C%20the%20Ibec%20group,3.4%25%20more%20than%20Christmas%202018.\">1000 \u20ac.<\/a><\/li><li><strong>Va-t-on vraiment sauver No\u00ebl&#160;?<\/strong> En se reconfinant la semaine derni\u00e8re, <a href=\"https:\/\/apnews.com\/article\/pandemics-virus-outbreak-dublin-ireland-europe-77248be0666c861bc4e31a925fd881bb\">l\u2019Irlande<\/a> annon\u00e7ait par exemple qu\u2019elle avait pour objectif sp\u00e9cifique de d\u00e9confiner sa population avant No\u00ebl. En France, cela semble moins s\u00fbr, m\u00eame si rien n\u2019est officiel.
