Les rudes n\u00e9gociations au&nbsp;<a href=\"https:\/\/lldl.us14.list-manage.com\/track\/click?u=10762824cc6c812ec1f389f08&amp;id=336845ba1a&amp;e=f9b412825a\" target=\"_blank\" rel=\"noreferrer noopener\">Conseil<\/a>&nbsp;ont commenc\u00e9 vendredi et ont dur\u00e9 toute la nuit derni\u00e8re. Aujourd\u2019hui s\u2019ouvre le quatri\u00e8me jour de n\u00e9gociation.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Pr\u00eats vs. subventions.<\/strong>&nbsp;La r\u00e9partition des 750 milliards d\u2019\u20ac&nbsp;du plan, lev\u00e9s par emprunt commun de la Commission, entre pr\u00eats et subventions aux \u00c9tats membres est l\u2019une des principales sources de d\u00e9saccord.&nbsp;<\/li><li><strong>Le \u00c9tats-membres semblent se rapprocher d\u2019un compromis<\/strong>&nbsp;autour de \u00b1&nbsp;375 milliards d&rsquo;\u20ac d&rsquo;aides et 375 milliards d&rsquo;\u20ac de pr\u00eats, ce qui garderait intacte la somme de 750 milliards d&rsquo;\u20ac propos\u00e9e par la Commission, mais qui repr\u00e9senterait&nbsp;un montant inf\u00e9rieur aux 500 milliards \u20ac de subvention propos\u00e9s par le couple franco-allemand. Plus que les dizaines de milliards, le v\u00e9ritable compromis c\u2019est le saut id\u00e9ologique que repr\u00e9sente la mutualisation partielle de la dette des \u00c9tats.<\/li><li><strong>Le retour de la grande Hollande&#160;?<\/strong>&nbsp;Le Premier ministre Mark Rutte s\u2019est positionn\u00e9 en chef de file des opposants \u00e0 la mutualisation de la dette et \u00e0 l\u2019inconditionnalit\u00e9 des aides et a re\u00e7u en amont du Conseil la visite de cinq chefs d\u2019\u00c9tats europ\u00e9ens, notamment tous ceux de l\u2019Europe du Sud.&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/6FNeb\/2\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Rutte&#160;: le discours et les actes<\/strong>. Dans un discours prononc\u00e9 en 2019, Mark Rutte rappelait la n\u00e9cessit\u00e9 d\u2019unit\u00e9 des \u00c9tats europ\u00e9ens pour construire une Europe de la puissance. Mais son appel \u00e0 l\u2019unit\u00e9 peut sembler en contradiction avec le positionnement g\u00e9opolitique des Pays-Bas, entre refus de la mutualisation de la dette et adoption d\u2019une strat\u00e9gie d\u2019obstruction syst\u00e9matique comme mode de n\u00e9gociation privil\u00e9gi\u00e9.
