Milo Djukanovic, ancien fonctionnaire communiste et homme politique en pourvoir au Mont\u00e9n\u00e9gro depuis 1991 ann\u00e9e de la dissolution de la Yougoslavie, se trouve de nouveau comme le candidat du Parti d\u00e9mocratique des socialistes pour les \u00e9lections pr\u00e9sidentielles annonc\u00e9s pour le 15 avril.<\/p>\n\n\n\n<p>Depuis, il \u00e9tait en positions du premier ministre et Pr\u00e9sident, avec trois br\u00e8ves pauses \u2013 2006 \u00e0 2008, 2010 \u00e0 2012 et 2016 jusqu\u2019\u00e0 aujourd\u2019hui \u2013 chaque fois pour une fausse alerte de la retraite de vie politique.<\/p>\n\n\n\n<p>Malgr\u00e9 cette dictature cach\u00e9e, le pays se trouve toujours sur le chemin vers l\u2019Union europ\u00e9enne. Mont\u00e9n\u00e9gro est membre de l\u2019OTAN depuis 2017 ce qui a apport\u00e9 \u00e0 l\u2019OTAN la contr\u00f4le sur tout le an\u00e9e nord. La direction pro-europ\u00e9enne nominale de Djukanovic a rendu possible que l\u2019Ouest n\u2019a jamais pos\u00e9 sinc\u00e8rement la question du pouvoir de cet homme, et de son gouvernement client\u00e9liste et dictatorial. L\u2019incident \u00e9trange, qui a vu le Mont\u00e9n\u00e9gro a accus\u00e9 la Russie pour une tentative de coup d\u2019\u00e9tat afin d\u2019emp\u00eacher la rentr\u00e9e du pays dans l\u2019OTAN pour les derni\u00e8res \u00e9lections parlementaires, se trouve comme un des sources de l\u00e9gitimit\u00e9 de pouvoir pour Djukanovic aux yeux de l\u2019Ouest.
