D\u00e9but\u00e9e le 6 avril 2014 en catastrophe afin de juguler la progression des forces s\u00e9paratistes de Donetsk et le Luhansk, l\u2019ATO ou \u201cZone d\u2019Op\u00e9ration Anti-terroriste\u201d doit toucher \u00e0 sa fin d\u2019ici peu.<\/p>\n\n\n\n<p>Annonc\u00e9e jeudi 5 avril par le pr\u00e9sident ukrainien Petro Poroshenko, cette mesure ent\u00e9rine la loi 7163 sur la \u201cR\u00e9int\u00e9gration du Donbass\u201d vot\u00e9e le 18 janvier dernier dans un contexte houleux. Si Kyiv souhaite <em>\u201cpasser \u00e0 un autre format de d\u00e9fense du pays\u201d <\/em>en <em>\u201c introduisant des mesures totalement nouvelles, plus efficaces, pour l&rsquo;utilisation des forces arm\u00e9es et pour d\u00e9velopper les capacit\u00e9s de d\u00e9fense\u201d<\/em>, la fin de l\u2019ATO en Ukraine inqui\u00e8te et divise. En effet les partisans de la paix et du dialogue avec la Russie &#8211; d\u00e9sign\u00e9e d\u00e9sormais comme \u201cpuissance occupante\u201d- s\u2019inqui\u00e8tent de cette rupture, tandis que les plus radicaux fustigent une d\u00e9cision n\u2019allant paso assez loin.<\/p>\n\n\n\n<p>Certains opposants verront dans le renforcement des pouvoirs de l\u2019arm\u00e9e et du Pr\u00e9sident, qui est leur chef, un pas de plus vers un r\u00e9gime autoritaire. De plus en plus fragilis\u00e9 \u00e0 moins d\u2019un an des \u00e9lections pr\u00e9sidentielles, pour lesquels les sondages le cr\u00e9ditent seulement de 30&#160;% d\u2019intention de vote, la fin de l\u2019ATO a pour but de l\u00e9gitimer Poroshenko par un virage nationaliste. Elle coupe ainsi l\u2019herbe sous le pied aux forces nationalistes en le pr\u00e9sentant comme un chef de guerre engag\u00e9 de toute ses forces dans la r\u00e9solution du conflit.<\/p>\n\n\n\n<p>Le risque d\u2019une nouvelle escalade de la violence pr\u00e9occupe cependant l\u2019Union europ\u00e9enne (UE) et la Russie qui plaident pour une r\u00e9solution pacifique du conflit. Si une guerre de grande intensit\u00e9 venait \u00e0 \u00e9clater, elle pourrait remettre en cause l\u2019assistance financi\u00e8re internationale ainsi que l\u2019hypoth\u00e9tique int\u00e9gration de l\u2019Ukraine \u00e0 l\u2019UE et l\u2019OTAN. Entrant dans sa quatri\u00e8me ann\u00e9e, le conflit dans le Donbass a caus\u00e9 la mort de plus de 10.300 personnes et engendr\u00e9 l\u2019exode de pas moins d\u20191,4 millions d\u2019habitants.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Perspectives&#160;: <\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>9 avril&#160;: Le pr\u00e9sident ukrainien Petro Poroshenko se rendra lors d\u2019une visite officielle en Allemagne afin de rencontrer la Chanceli\u00e8re Angela Merkel. Cette visite d\u2019Etat aura pour principale objet l\u2019\u00e9pineuse question d\u2019un d\u00e9ploiement de forces onusiennes dans le Donbass afin de garantir le cessez-le-feu sign\u00e9 \u00e0 Minsk le 11 f\u00e9vrier 2015<\/li><li>23 au 27 avril&#160;: La session printani\u00e8re de l\u2019Assembl\u00e9e parlementaire europ\u00e9enne \u00e0 Strasbourg, d\u00e9di\u00e9e cette ann\u00e9e \u00e0 \u201cL\u2019\u00e9tat d\u2019urgence, la Guerre hybride, la corruption et l\u2019int\u00e9grit\u00e9 \u00e9ditoriale\u201d donnera l\u2019occasion \u00e0 l\u2019Ukraine de revenir sur l\u2019annexion de la Crim\u00e9e.
