{"id":5367,"date":"2018-07-08T22:00:50","date_gmt":"2018-07-08T20:00:50","guid":{"rendered":"https:\/\/lldl.eu\/?p=5367"},"modified":"2019-05-23T15:51:34","modified_gmt":"2019-05-23T13:51:34","slug":"negociations-europe-iran-des-debuts-difficiles","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2018\/07\/08\/negociations-europe-iran-des-debuts-difficiles\/","title":{"rendered":"N\u00e9gociations Europe-Iran&#160;: des d\u00e9buts difficiles"},"content":{"rendered":"\n<p><em>Berne\/Vienne. <\/em>Les n\u00e9gociations pour convaincre l\u2019Iran de rester dans l\u2019accord sur le nucl\u00e9aire ont d\u00e9but\u00e9 par la tourn\u00e9e en Suisse et en Autriche du Pr\u00e9sident Hassan Rohani.<\/p>\n\n\n\n<p>Cependant, les garanties propos\u00e9es par l\u2019Union europ\u00e9enne ne semblent pas convaincre la partie iranienne qui fait peser la menace d\u2019une probable sortie des accords de Vienne.<\/p>\n\n\n\n<p>A l\u2019approche du retour des sanctions \u00e9conomiques am\u00e9ricaines \u00e0 l\u2019encontre de l\u2019Iran (<strong>2<\/strong>), les n\u00e9gociations entre l\u2019Union europ\u00e9enne et la R\u00e9publique Islamique connaissent des d\u00e9buts difficiles. Le climat a d\u2019abord \u00e9t\u00e9 perturb\u00e9 par l\u2019arrestation de plusieurs ressortissants iraniens suspect\u00e9s d\u2019une tentative d\u2019attentat \u00e0 l\u2019encontre d\u2019un rassemblement de l\u2019opposition iranienne en France (<strong>3<\/strong>). Malgr\u00e9 cette incident diplomatique, l\u2019Union a tent\u00e9 de t\u00e9moigner de son engagement pour convaincre la partie iranienne de se maintenir dans les accords de Vienne. Tandis que le Parlement europ\u00e9en a massivement bloqu\u00e9 une motion cherchant \u00e0 emp\u00eacher la Commission europ\u00e9enne de lever les restrictions sur la Banque europ\u00e9enne d\u2019investissement en Iran le 4 juillet (<strong>1<\/strong>), Hassan Rohani a d\u00e9clar\u00e9 le 5 juillet qu\u2019il trouvait \u00ab&#160;d\u00e9cevant&#160;\u00bb les efforts propos\u00e9s par ses partenaires europ\u00e9ens (<strong>4<\/strong>).<\/p>\n\n\n\n<p>Alors que l\u2019Europe fait cavalier seul sur le dossier iranien depuis le retrait des \u00c9tats-Unis du JCPOA, ces n\u00e9gociations sont l\u2019occasion pour Bruxelles de montrer sa force de persuasion, et sa capacit\u00e9 \u00e0 mener une politique ext\u00e9rieure \u00e0 la fois commune et
