Les \u00e9lections communales qui se sont d\u00e9roul\u00e9es en<em>\u00a0<\/em>Norv\u00e8ge le 9 septembre 2019 offrent un paysage politique \u00e9miett\u00e9 avec un net affaissement du parti travailliste. Bas\u00e9es sur le syst\u00e8me parlementaire, ces \u00e9lections regroupent \u00e0 la fois le vote municipal et celui au niveau du comt\u00e9. Recueillant 24,8&#160;% des voix \u00e0 l\u2019\u00e9chelle du pays, le parti travailliste enregistre un recul de 8,4&#160;% par rapport aux pr\u00e9c\u00e9dentes \u00e9lections, tenues en 2015. Le recul du principal parti d\u2019opposition face au gouvernement de coalition des droites b\u00e9n\u00e9ficie principalement au parti de Centre (<em>Senterpartiet<\/em>) qui recueille 14,4&#160;% des suffrages. Quant \u00e0 la droite (<em>H\u00f8yre<\/em>), elle stagne avec 20,1&#160;% des voix recueillies au niveau national&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-47289' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2019\/09\/14\/norvege-des-elections-communales-qui-affaiblissent-le-parti-travailliste\/#easy-footnote-bottom-1-47289' title='R\u00e9sultat des \u00e9lections locales,&lt;a href=&quot;https:\/\/www.vg.no\/valgnatt\/2019\/valg\/ko&quot;&gt; Valgresultat 2019&lt;\/a&gt;, &lt;em&gt;VG&lt;\/em&gt;, 10 septembre 2019.'><sup>1<\/sup><\/a><\/span><\/span><\/p>\n\n\n\n<p>Pour le leader et chef du parti travailliste norv\u00e9gien Jonas Gahr St\u00f8re, ce r\u00e9sultat intervient \u00e0 deux ans des \u00e9lections l\u00e9gislatives avec l\u2019ambition de remporter la victoire pour former une nouvelle coalition, alternative au gouvernement actuel dirig\u00e9 par Erna Solberg. Seulement, les mauvais r\u00e9sultats de ces \u00e9lections locales l\u2019am\u00e8nent \u00e0 prendre une d\u00e9cision radicale dans le fonctionnement du parti. Traditionnellement, la d\u00e9finition du programme politique \u00e9tait impuls\u00e9 par le bras droit de la direction du parti. Ainsi, le parti de l\u2019environnement \u2013 Les Verts (<em>Milj\u00f8partiet De Gr\u00f8nne<\/em>) et le parti socialiste de gauche (<em>Sosialistisk Venstreparti<\/em>) recueillent respectivement 6,8&#160;% et 6,1&#160;% des votes&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-47289' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2019\/09\/14\/norvege-des-elections-communales-qui-affaiblissent-le-parti-travailliste\/#easy-footnote-bottom-3-47289' title='R\u00e9sultat des \u00e9lections locales, &lt;a href=&quot;https:\/\/www.vg.no\/valgnatt\/2019\/valg\/ko&quot;&gt;Valgresultat 2019&lt;\/a&gt;, &lt;em&gt;op. cit&lt;\/em&gt;.'><sup>3<\/sup><\/a><\/span><\/span>. Les \u00e9lections municipales \u00e0 Oslo sont assez d\u00e9monstratives de la perc\u00e9e des \u00e9cologistes. Alors que le parti travailliste recule de 12 points pour atteindre 20&#160;% des votes dans la capitale, les Verts percent avec un score de 15,3&#160;% (+7,1 par rapport aux \u00e9lections de 2015)&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-4-47289' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2019\/09\/14\/norvege-des-elections-communales-qui-affaiblissent-le-parti-travailliste\/#easy-footnote-bottom-4-47289' title='&lt;a href=&quot;https:\/\/www.aftenposten.no\/norge\/politikk\/i\/vQbqKw\/Resultater-fra-lokalvalget-2019#\/resultater\/03\/0301\/kommunevalg&quot;&gt;R\u00e9sultat\u00a0 des \u00e9lections \u00e0 Oslo&lt;\/a&gt;, &lt;em&gt;Aftenposten&lt;\/em&gt;, 10 septembre 2019.'><sup>4<\/sup><\/a><\/span><\/span>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>La d\u00e9fiance politique du nord de la Norv\u00e8ge<\/strong><\/h4>\n\n\n\n<p>Mais le plus grand s\u00e9isme de ces \u00e9lections a eu lieu dans la partie septentrionale du pays. En effet, le parti travailliste essuie une d\u00e9faite historique dans ces deux bastions. En 2015, le parti flirtait avec un score de 50&#160;% dans les r\u00e9gions de Troms et Finnmark et de Nordland. Lors de ces \u00e9lections, le parti a recueilli respectivement 25 et 26&#160;% des votes. Cet affaiblissement profite au parti du centre (<em>Sp<\/em>) qui l\u2019emporte dans ces deux r\u00e9gions (26&#160;% pour la r\u00e9gion Troms et Finnmark&#160;; 27&#160;% pour la r\u00e9gion Nordland).<\/p>\n\n\n\n<p>Cette victoire des centristes intervient dans un contexte politique tendu. La r\u00e9forme administrative en cours qui doit aboutir \u00e0 la fusion des comt\u00e9s du Troms et du Finnmark en une seule entit\u00e9 est fortement contest\u00e9 localement. Profitant de ce m\u00e9contentement, le parti centriste dirig\u00e9 par Trygve Slagsvold Vedum affiche un discours anti-r\u00e9forme, anti-centralisateur et affirme un positionnement politique anti-UE&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-5-47289' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2019\/09\/14\/norvege-des-elections-communales-qui-affaiblissent-le-parti-travailliste\/#easy-footnote-bottom-5-47289' title='STAALESEN Atle,&lt;a href=&quot;https:\/\/thebarentsobserver.com\/en\/life-and-public\/2019\/09\/political-earthquake-shakes-northern-norway#.XXdFseGSuwg.twitter&quot;&gt; \u201cPolitical earthquake shakes up Northern Norway\u201d&lt;\/a&gt;, &lt;em&gt;The Barents Observer&lt;\/em&gt;, 10 septembre 2019.'><sup>5<\/sup><\/a><\/span><\/span>. Ces r\u00e9sultats dans cette partie du pays sugg\u00e8rent une d\u00e9fiance grandissante envers Oslo.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Perspectives<\/strong>&#160;:<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Bien que le parti travailliste demeure en t\u00eate de ces \u00e9lections communales, il enregistre un net affaiblissement, notamment dans ses bastions historiques septentrionaux. Dans le m\u00eame temps, la droite conservatrice voit ses r\u00e9sultats stagn\u00e9s au niveau national.<\/li><li>La perc\u00e9e significative du parti centriste (<em>Senterpartiet<\/em>) et la progression des Verts norv\u00e9giens am\u00e8nent le parti travailliste \u00e0 reconsid\u00e9rer sa strat\u00e9gie en vue des prochaines \u00e9ch\u00e9ances \u00e9lectorales.<\/li><li>Les rapports entre le Nord et le Sud du pays pourraient constituer un sujet important lors des d\u00e9bats politiques \u00e0 l\u2019occasion des \u00e9lections l\u00e9gislatives organis\u00e9es en
