Berlin.<\/em> La police allemande a confirm\u00e9 le 20 juin avoir d\u00e9jou\u00e9 un attentat qu\u2019une petite cellule de l\u2019\u00c9tat islamique pr\u00e9parait \u00e0 Cologne en fabriquant une bombe biologique \u00e0 la ricine, une substance toxique extr\u00eamement puissante que l\u2019on trouve dans les graines de la plante de ricin. Pendant des ann\u00e9es, la perspective d\u2019une attaque terroriste non conventionnelle, prise au s\u00e9rieux apr\u00e8s le 11 septembre, a \u00e9t\u00e9 jug\u00e9e secondaire en raison des difficult\u00e9s techniques d\u2019une telle entreprise.\n<\/p>\n\n\n\n

Les terroristes \u00e9taient jug\u00e9s insuffisamment comp\u00e9tents, tandis que la pression s\u00e9curitaire qui s\u2019exer\u00e7ait sur eux devait soit d\u00e9courager des projets complexes, soit les d\u00e9tecter d\u00e8s le d\u00e9but de leur pr\u00e9paration. C\u2019est entre autres en raison de cette pression qu\u2019en Europe, depuis 2016, un grand nombre d\u2019attentats ont \u00e9t\u00e9 commis \u00e0 l\u2019aide d\u2019armes blanches, d\u00e9tenues l\u00e9galement, ou de v\u00e9hicules. Plusieurs attentats, en 2017, r\u00e9ussis ou d\u00e9jou\u00e9s, ont cependant confirm\u00e9 que les jihadistes ne renon\u00e7aient pas \u00e0 des actions complexes n\u00e9cessitant de r\u00e9elles comp\u00e9tences techniques et des moyens s\u00e9rieux.<\/p>\n\n\n\n

L\u2019affaire de Cologne, qui a vu les services allemands b\u00e9n\u00e9ficier de l\u2019aide des \u00c9tats-Unis, constitue un tr\u00e8s inqui\u00e9tant rappel \u00e0 l\u2019ordre. Aux c\u00f4t\u00e9s de sympathisants d\u00e9cid\u00e9s \u00e0 frapper seuls \u00e0 l\u2019aide de moyens rudimentaires, des jihadistes exp\u00e9riment\u00e9s sont capables, non seulement de s\u2019engager dans des projets complexes, mais en plus de rendre l\u2019hypoth\u00e8se d\u2019une attaque non conventionnelle d\u00e9vastatrice cr\u00e9dible.<\/p>\n\n\n\n
