Dans <a href=\"https:\/\/mailchi.mp\/13f053970857\/lldl-53-lincendie-de-notre-dame-lections-en-espagne-le-nuclaire-est-il-un-investissement-vert-721707\">l\u2019\u00e9dition 55 de <\/a><em><a href=\"https:\/\/mailchi.mp\/13f053970857\/lldl-53-lincendie-de-notre-dame-lections-en-espagne-le-nuclaire-est-il-un-investissement-vert-721707\">La Lettre du Lundi<\/a><\/em> nous mentionnions en avant-premi\u00e8re le r\u00f4le clef jou\u00e9 par le pays nordique qui, depuis le 8 juillet, organise sur l\u2019\u00eele carib\u00e9enne les rencontres entre une d\u00e9l\u00e9gation du gouvernement v\u00e9n\u00e9zu\u00e9lien et diff\u00e9rents repr\u00e9sentants de l\u2019opposition, qui ne se r\u00e9duit pas \u00e0 Guaid\u00f3&#160;: seul Fernando Mart\u00ednez Mottola repr\u00e9sente vraiment Guaid\u00f3. Maduro se contente donc pour l\u2019instant de suspendre les n\u00e9gociations et non de les quitter totalement. Mais c\u2019est un nouveau ralentissement qui intervient dans le processus de sortie de crise engag\u00e9 dans le pays. <\/p>\n\n\n\n<p>La r\u00e9action de Temir Porras, ancien directeur de cabinet de Nicol\u00e1s Maduro et Vice-Ministre des Affaires \u00c9trang\u00e8res d\u2019Hugo Chavez, est double. D\u2019une part, il observe une \u00ab&#160;stabilisation par le bas&#160;\u00bb de la situation. Le Venezuela s\u2019est install\u00e9 de fa\u00e7on permanente dans cette crise singuli\u00e8re&#160;; l\u2019inflation ayant d\u00e9truit la valeur de la monnaie nationale, la soci\u00e9t\u00e9 v\u00e9n\u00e9zu\u00e9lienne s\u2019est de facto dollaris\u00e9e. Le gouvernement de Maduro a d\u00fb l\u00e9galiser cette dollarisation, en acceptant par exemple les transactions en dollars. Les billets qui circulent actuellement sont surtout des dollars, aux d\u00e9pens des bolivars. Il s\u2019agit, pr\u00e9cise-t-il, d\u2019une relative stabilisation par le bas car le dollar devient la r\u00e9f\u00e9rence et en m\u00eame temps, le pouvoir d\u2019achat des V\u00e9n\u00e9zu\u00e9liens est grandement affect\u00e9 par la crise, tout comme, naturellement, la structure \u00e9conomique du pays. Guaid\u00f3 a install\u00e9 de fa\u00e7on structurelle la crise. Il s\u2019est lanc\u00e9 dans une sorte de marathon&#160;; l\u00e0, il est \u00e0 mi-chemin, \u00e0 l\u2019arr\u00eat, et sans chaussures. Ce qui est paradoxal, car il a, en filant la m\u00e9taphore, de gros sponsors. Je parle bien entendu des Etats-Unis.&#160;\u00bb <\/p>\n\n\n\n<p>Selon\nPorras, maintenant, les V\u00e9n\u00e9zu\u00e9liens sont majoritairement en faveur des\nn\u00e9gociations. Ils savent que c\u2019est la seule sortie de crise possible, le pays\nest comme suspendu aux r\u00e9sultats de ces n\u00e9gociations, bien qu\u2019il faille \u00eatre\npatient. <\/p>\n\n\n\n<p>\u00ab&#160;Il\nn\u2019y a pas eu et il n\u2019y aura pas de victoire rapide et facile. Ces n\u00e9gociations\nne pourront probablement pas r\u00e9soudre la crise v\u00e9n\u00e9zu\u00e9lienne tout enti\u00e8re\n(c\u2019est une n\u00e9gociation qui reste tr\u00e8s restreinte). Mais elles peuvent renormaliser\nla vie institutionnelle du pays. Cela permettrait l\u2019activit\u00e9 d\u2019organisations\npolitiques et le d\u00e9roulement de nouvelles \u00e9lections.&#160;\u00bb Temir Porras\nconclut en insistant sur l\u2019importance du dialogue dans ce cas&#160;: il affirme que des\nopposants politiques, tr\u00e8s polaris\u00e9s, qui d\u2019habitude ne se parlent jamais, sont\nmaintenant en contact.
