En apparence, le gouvernement italien a focalis\u00e9 son attention ces derni\u00e8res semaines sur la question migratoire&#160;: Matteo Salvini a engag\u00e9 un bras de fer avec les ONGs qui assurent un secours d\u2019urgence aux migrants provenant d\u2019Afrique. Pourtant, c\u2019est la question \u00e9conomique qui est au centre des n\u00e9gociations entre Rome et Bruxelles.\u00a0\u00a0<\/p>\n\n\n\n<p><strong>Le cas de Seawatch 3<\/strong> est particuli\u00e8rement pertinent&#160;: le navire, sous pavillon n\u00e9erlandais, a \u00e9t\u00e9 bloqu\u00e9 en haute mer pour plus de deux semaines. Rome a accept\u00e9 de revoir le budget, en engageant 7,6 millions d\u2019euros pour r\u00e9duire le d\u00e9ficit et d\u2019adopter un futur budget qui soit compatible avec les r\u00e8gles de la Commission.<\/p>\n\n\n\n<p><strong>D&rsquo;o\u00f9 vient l\u2019argent&#160;? <\/strong>Il \u00e9tait pr\u00e9vu pour le revenu de citoyennet\u00e9 et la r\u00e9forme des retraites, deux r\u00e9formes fondamentales dans le programme du gouvernement Lega-M5S&#160;: la solution implique donc une r\u00e9duction substantielle, au moins \u00e0 court terme, des ressources pr\u00e9vues pour la redistribution. <\/p>\n\n\n\n<p><strong>Quelle est l\u2019explication officielle&#160;? <\/strong>Les deux mesures co\u00fbteraient moins que pr\u00e9vu initialement, \u00e9conomie \u00e0 laquelle s\u2019ajouterait une r\u00e9duction du d\u00e9ficit gr\u00e2ce aux dividendes exceptionnels de la Caisse de d\u00e9p\u00f4t et \u00e0 la lutte contre la fraude \u00e0 la TVA.<\/p>\n\n\n\n<p><strong>La d\u00e9cision <\/strong>montre l\u2019existence d\u2019un conflit \u00e0 l\u2019int\u00e9rieur de la Lega, entre ceux qui veulent une confrontation avec la Commission et les \u00ab&#160;responsables&#160;\u00bb, qui suivent une ligne plus mod\u00e9r\u00e9e.
