{"id":4073,"date":"2018-06-03T22:00:06","date_gmt":"2018-06-03T20:00:06","guid":{"rendered":"https:\/\/lldl.eu\/?p=4073"},"modified":"2019-05-26T23:50:51","modified_gmt":"2019-05-26T21:50:51","slug":"la-bielorussie-courtisee-par-la-chine","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2018\/06\/03\/la-bielorussie-courtisee-par-la-chine\/","title":{"rendered":"La Bi\u00e9lorussie courtis\u00e9e par la Chine"},"content":{"rendered":"\n<p><em>Minsk. <\/em>Le Vice-Pr\u00e9sident chinois, Wang Qishan et le pr\u00e9sident bi\u00e9lorusse Alexandre Loukachenko ont act\u00e9 cette semaine un m\u00e9morandum important qui vise au renforcement des relations bilat\u00e9rales et de \u00ab&#160;coop\u00e9ration mutuellement b\u00e9n\u00e9fique&#160;\u00bb entre les deux pays (<strong>4<\/strong>).<\/p>\n\n\n\n<p>Par ce m\u00e9morandum, on comprend que la nomination de Wang Qishan au poste de Vice-Pr\u00e9sident (<strong>3<\/strong>) lui donne une place importante sur le plan diplomatique. La Bi\u00e9lorussie continue de son c\u00f4t\u00e9 \u00e0 h\u00e9siter entre l\u2019Union et la Russie, voire aujourd\u2019hui se tourne vers la Chine. Alors que la soci\u00e9t\u00e9 civile bi\u00e9lorusse porte un regard de plus en plus bienveillant sur l\u2019Union, comme le t\u00e9moigne la \u201cR\u00e9volution des parasites\u201d de f\u00e9vrier 2017 (<strong>2<\/strong>), le Pr\u00e9sident semble jongler avec sa situation g\u00e9ographique. Elle lui permet \u00e0 la fois d\u2019esp\u00e9rer un jour une candidature dans l\u2019UE (2009&#160;: Partenariat Oriental), ou alors de rester sous influence russe et, aujourd\u2019hui m\u00eame, de pouvoir accueillir la fameuse zone \u00e9conomique sp\u00e9ciale (Parc Industriel de Great Stone) tout proche de Minsk, projet phare de l\u2019entente sino-bi\u00e9lorusse dans la perspective des nouvelles routes de la soie (<strong>1<\/strong>). Sur le plan s\u00e9curitaire \u00e9galement, le pays h\u00e9site, entre une menace potentielle russe \u00e0 l\u2019Est, la protection de l\u2019UE n\u00e9cessitant des bouleversements internes et externes du r\u00e9gime, soit enfin, le rapprochement avec l\u2019Organisation de coop\u00e9ration de Shanghai o\u00f9 le pays est repr\u00e9sent\u00e9 en tant que pays observateur depuis 2015. La Chine vient donc s\u2019ajouter aux acteurs classiques qu&rsquo;\u00e9taient l\u2019Union europ\u00e9enne et la Russie dans les affaires bi\u00e9lorusses.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Perspectives&#160;:<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Alexandre Loukachenko assistera au sommet de l\u2019OCS en Chine cette ann\u00e9e.<\/li><li>La Bi\u00e9lorussie est confront\u00e9e \u00e0 des revendications internes, notamment en 2017, qui pourraient avoir des cons\u00e9quences sur le long terme en terme d\u2019influence (Russie-UE), comme ce fut le cas en Ukraine ou en Moldavie.<\/li><li>La Bi\u00e9lorussie devrait devenir avec le Parc industriel de Great Stone, \u201cla perle de la ceinture \u00e9conomique de la soie, avec la cr\u00e9ation de cette ville atelier \u201c \u00e0 l\u2019horizon 2030.<\/li><\/ul>\n\n\n\n<h4
