Difficile de dire si le Kirghizstan est le th\u00e9\u00e2tre d\u2019une passation de pouvoir d\u00e9mocratique respectant l\u2019\u00c9tat de droit ou bien de l\u2019enracinement de l\u2019autoritarisme. Depuis sa victoire aux \u00e9lections pr\u00e9sidentielles l\u2019ann\u00e9e derni\u00e8re, le pr\u00e9sident Soronbai Jeenbekov a entrepris d\u2019\u00e9carter des postes clefs du gouvernement les alli\u00e9s de l\u2019ancien pr\u00e9sident (<strong>2<\/strong>).<\/p>\n\n\n\n<p>C\u2019est une pratique tout \u00e0 fait courante \u2013 tous les pr\u00e9sidents am\u00e9ricains le font (<strong>3<\/strong>). Cependant, aux \u00c9tats-Unis, les purges ne vont pas jusqu\u2019\u00e0 accuser l\u2019ancien premier ministre de corruption.<\/p>\n\n\n\n<p>Sapar Isakov fut m\u00eal\u00e9 \u00e0 un scandale impliquant la r\u00e9novation chinoise de la centrale \u00e9lectrique alimentant la capitale Bichkek. Ses opposants aujourd\u2019hui au pouvoir l\u2019accusent d\u2019avoir mal g\u00e9r\u00e9 l\u2019offre et appellent \u00e0 sa mise en examen tandis que lui et ses soutiens affirment que le choix d\u2019une entreprise d\u2019\u00c9tat chinoise (TBEA) \u00e9tait une condition pour obtenir le pr\u00eat chinois qui permet de financer le projet (<strong>1<\/strong>), une politique d\u2019investissement typiquement chinoise. Bien que l\u2019on puisse ais\u00e9ment imaginer que de telles accusations aient une motivation politique, le fait que la lutte contre la corruption soit diffus\u00e9e au sein de l\u2019opinion publique en dit beaucoup de la force de la d\u00e9mocratie kirghize et de son \u00c9tat de droit.<\/p>\n\n\n\n<p>Chez ses voisins, on ne trouverait pas de tels d\u00e9bats&#160;: les membres des partis oppos\u00e9s au gouvernement seraient simplement arr\u00eat\u00e9s, jug\u00e9s et in\u00e9vitablement condamn\u00e9s. Ceci dit, l\u2019\u00e9tendue du pouvoir consolid\u00e9 par Jeenbekov reste \u00e0 voir&#160;: s\u2019il devait prendre un tournant autoritaire contre les m\u00e9dias ou la justice, peut-\u00eatre trouverait-il une petite opposition. Nous n\u2019en sommes heureusement pas encore l\u00e0.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Perspectives&#160;:<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Les accusations contre Sapar Isakov effectu\u00e9es par les services de s\u00e9curit\u00e9 int\u00e9rieure (GKNB) pourraient pousser l\u2019ancien pr\u00e9sident Atambayev \u00e0 utiliser le Parti Social-D\u00e9mocrate comme un contrepoids plus important au pr\u00e9sident Jeenbekov.<\/li><li>Si les charges sont maintenues, le choix de la date du proc\u00e8s sera un moment clef qui n\u2019a pas encore \u00e9t\u00e9 annonc\u00e9. Isakov a d\u00e9j\u00e0 exprim\u00e9 son intention de plaider non coupable.<\/li><li>A plus long terme, cela pourrait \u00eatre le d\u00e9but d\u2019une purge plus profonde de l\u2019opposition politique \u00e0 Jeenbekov.
