Les 22 et 23 mai 2018, des repr\u00e9sentants des cinq Etats c\u00f4tiers de l\u2019oc\u00e9an Arctique (Canada, Danemark, Etats-Unis, Norv\u00e8ge, Russie) se sont r\u00e9unis \u00e0 Ilulissat (Groenland) pour un sommet diplomatique. Cette r\u00e9union a lieu dix ans exactement apr\u00e8s la D\u00e9claration d\u2019Ilulissat. En 2008, cette d\u00e9claration faisait grand bruit en affirmant une conception de l\u2019oc\u00e9an fond\u00e9e sur le droit de la mer et l\u2019acc\u00e8s aux ressources restreint aux Etats souverains (<strong>1<\/strong>). Un an apr\u00e8s le fameux plant\u00e9 de drapeau par la Russie au p\u00f4le nord, cette vision s\u2019opposait \u00e0 l\u2019id\u00e9e d\u2019un oc\u00e9an appartenant \u00e0 tous, alors que la communaut\u00e9 internationale commen\u00e7ait \u00e0 s\u2019int\u00e9resser \u00e0 l\u2019Arctique. Cette d\u00e9claration avait alors \u00e9t\u00e9 tr\u00e8s critiqu\u00e9e car elle instaurait de fait un \u201cclub des cinq\u201d ferm\u00e9, hors du format traditionnel diplomatique ouvert aux huit \u00c9tats arctiques (Canada, Danemark, Etats-Unis, Finlande, Islande, Su\u00e8de, Norv\u00e8ge, Russie) que constitue le Conseil de l\u2019Arctique (<strong>2<\/strong>).<\/p>\n\n\n\n<p>Avec cette nouvelle r\u00e9union, le Ministre des Affaires \u00e9trang\u00e8res danois affirme la volont\u00e9 des \u00ab&#160;Arctic five&#160;\u00bb de conserver cette r\u00e9gion du monde pacifique (<strong>3<\/strong>). Alors que l\u2019Arctique gagne en importance dans les affaires internationales du point de vue climatique mais \u00e9galement \u00e9conomique et commercial, cette nouvelle r\u00e9union sera certainement regard\u00e9e \u00e0 nouveau de travers par les pays de l\u2019Union europ\u00e9enne qui cherchent quant \u00e0 eux une place \u00e0 s\u2019affirmer dans la r\u00e9gion
