{"id":360055,"date":"2026-09-26T16:40:35","date_gmt":"2026-09-26T14:40:35","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=360055"},"modified":"2026-09-28T08:27:18","modified_gmt":"2026-09-28T06:27:18","slug":"en-uruguay-le-projet-techno-libertarien-dune-communaute-qui-se-prepare-au-monde-post-ia-pourrait-voir-le-jour-des-2027","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2026\/09\/26\/en-uruguay-le-projet-techno-libertarien-dune-communaute-qui-se-prepare-au-monde-post-ia-pourrait-voir-le-jour-des-2027\/","title":{"rendered":"En Uruguay des techno-libertariens b\u00e2tissent une ville pour l\u2019apr\u00e8s-IA"},"content":{"rendered":"\n<p>Cette semaine, Praxis, un projet am\u00e9ricain de cr\u00e9ation d\u2019un micro-\u00c9tat souverain dont l\u2019organisation et le mode de gouvernance seraient pens\u00e9s pour un monde \u00ab&#160;post-AGI&#160;\u00bb \u2013 soit lorsque l\u2019IA aura d\u00e9velopp\u00e9 des capacit\u00e9s cognitives et intellectuelles \u00e9gales \u00e0 celles des \u00eatres humains \u2013, a annonc\u00e9 avoir lanc\u00e9 la construction d\u2019une \u00ab&#160;nouvelle ville&#160;\u00bb en Uruguay, sur le littoral du R\u00edo de la Plata, \u00e0 quelques dizaines de kilom\u00e8tres de Buenos Aires.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Praxis est un projet lanc\u00e9 en 2019, d\u2019abord sous le nom de \u00ab&#160;Bluebook Cities&#160;\u00bb, par Dryden Brown et Charlie Callinan.<\/li>\n\n\n\n<li>Brown, le visage public du projet, est un entrepreneur de 30 ans qui a grandi en Californie, o\u00f9 il s\u2019est lanc\u00e9 dans une carri\u00e8re de surfeur professionnel avant de commencer des \u00e9tudes \u00e0 l\u2019Universit\u00e9 de New York.<\/li>\n\n\n\n<li>Il abandonne d\u00e8s la fin de la premi\u00e8re ann\u00e9e, et, \u00e0 partir de 2017, s\u2019int\u00e9resse avec Callinan, avec qui il a bri\u00e8vement travaill\u00e9 dans une entreprise de conseil en investissement, au concept de \u00ab&#160;village flottant&#160;\u00bb (<em>\u00ab&#160;seasteading<\/em>&#160;\u00bb).<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-x wp-block-embed-x\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Praxis is building a new city in Uruguay. <br><br>Construction has begun. Au-del\u00e0 de plateformes physiques, Friedman et Gramlich veulent favoriser l\u2019\u00e9mergence de communaut\u00e9s autonomes auto-gouvern\u00e9es, en tirant profit du flou juridique entourant les eaux internationales.<\/p>\n\n\n\n<p>L\u2019enthousiasme pour le <em>seasteading<\/em> est retomb\u00e9 depuis la cr\u00e9ation de l\u2019institut, mais plusieurs dizaines de projets de micro-\u00c9tats libertariens ont \u00e9merg\u00e9.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les \u00c9tats-Unis affichent une longue tradition de tentatives d\u2019\u00e9tablissement de nouvelles soci\u00e9t\u00e9s autonomes, sur terre ou en mer, nomades ou fixes.<\/li>\n\n\n\n<li>Dans les ann\u00e9es 1960, Werner Stiefel, un admirateur d\u2019Ayn Rand, avait lanc\u00e9 un bateau en ferrociment sur l\u2019Hudson River, puis avait tent\u00e9 de transformer une plate-forme p\u00e9troli\u00e8re et de l\u2019ancrer entre Cuba et le Honduras, o\u00f9 elle avait finalement \u00e9t\u00e9 d\u00e9truite par une temp\u00eate.<\/li>\n\n\n\n<li>Au d\u00e9but des ann\u00e9es 1970, Michael Oliver, un millionnaire qui avait fait fortune dans l\u2019immobilier, avait tent\u00e9 de cr\u00e9er un nouveau pays \u00ab&#160;sans imp\u00f4ts, ni aide sociale, ni subventions, ni aucune forme d\u2019interventionnisme \u00e9conomique&#160;\u00bb, sur des r\u00e9cifs coralliens du Pacifique Sud. Le projet, b\u00e2ti sur un remblai de sable, a pris fin quelques mois plus tard lorsque les Tonga ont envoy\u00e9 des troupes annexer les r\u00e9cifs.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/w89MW\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Le mouvement conna\u00eet une certaine r\u00e9surgence depuis les ann\u00e9es 2010, notamment sous l&rsquo;impulsion de l&rsquo;entrepreneur Balaji Srinivasan, qui a rejoint la firme de capital-risque Andreessen Horowitz en 2013 avant de devenir directeur technique de la plateforme d&rsquo;\u00e9change de cryptomonnaies Coinbase en 2018.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Srinivasan a th\u00e9oris\u00e9 son concept \u00ab&#160;d\u2019\u00c9tat r\u00e9seau&#160;\u00bb \u00e0 l\u2019occasion de conf\u00e9rences et d\u2019entretiens qui ont beaucoup circul\u00e9 dans la Silicon Valley, avant de publier en 2022 un livre, <em>The Network State&#160;: How To Start a New Country<\/em>, dans lequel il appelle \u00e0 la fondation de nouvelles \u00ab&#160;communaut\u00e9s num\u00e9riques&#160;\u00bb qui seraient amen\u00e9es \u00e0 concurrencer les \u00c9tats-nations.<\/li>\n\n\n\n<li>Dans une conf\u00e9rence donn\u00e9e au Y Combinator en 2013, Srinivasan d\u00e9crivait d\u00e9j\u00e0 les \u00c9tats-Unis comme une soci\u00e9t\u00e9 dont le syst\u00e8me d\u00e9mocratique s\u2019apparenterait \u00e0 un \u00ab&#160;logiciel obsol\u00e8te&#160;\u00bb qui aurait besoin d\u2019une \u00ab&#160;mise \u00e0 jour&#160;\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-360055' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote note-digits-1'><a href='https:\/\/legrandcontinent.eu\/fr\/2026\/09\/26\/en-uruguay-le-projet-techno-libertarien-dune-communaute-qui-se-prepare-au-monde-post-ia-pourrait-voir-le-jour-des-2027\/#easy-footnote-bottom-1-360055' title='Gil Dur\u00e1n, &lt;em&gt;The Nerd Reich&amp;#160;: Silicon Valley Fascism and the War on Democracy&lt;\/em&gt;, New York, Simon &amp;amp; Schuster, 2026, p. 72.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>Il pr\u00e9sentait ainsi une solution offrant deux principales voies, inspir\u00e9es des travaux de l&rsquo;\u00e9conomiste Albert O. Plut\u00f4t qu\u2019une fondation ex-nihilo, le projet devrait toutefois se rattacher \u00e0 un projet immobilier existant, +Colonia, une initiative d&rsquo;am\u00e9nagement urbain men\u00e9 par Eduardo Bastitta, un entrepreneur nomm\u00e9 conseiller de Javier Milei.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Brown a d\u00e9clar\u00e9 qu\u2019il comptait s\u2019installer en Uruguay d\u00e8s la fin d\u2019ann\u00e9e 2026, et que Praxis allait commencer \u00e0 acheter des terrains en 2027.<\/li>\n\n\n\n<li>Brown a fait plusieurs annonces \u00ab&#160;spectaculaires&#160;\u00bb ces derni\u00e8res ann\u00e9es, et l\u2019accord sign\u00e9 avec l\u2019entreprise de Bastitta est non contraignant.<\/li>\n\n\n\n<li>Le dirigeant de Praxis s\u2019est toutefois entretenu cette semaine avec le pr\u00e9sident uruguayen Yamand\u00fa Orsi \u00e0 New York, en marge de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale de
