En d\u00e9cembre, Isra\u00ebl est devenu le premier pays membre des Nations unies \u00e0 faire ce pas.<\/p>\n\n\n\n<p>Six mois plus tard, mardi 16 juin, c\u2019est \u00e0 J\u00e9rusalem \u2013 et non \u00e0 Tel-Aviv \u2013 qu\u2019Hargeisa a ouvert sa premi\u00e8re mission diplomatique dirig\u00e9e par un ambassadeur.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019ouverture de l\u2019ambassade s\u2019est tenue durant une visite du pr\u00e9sident du Somaliland, Abdirahman Mohamed Abdullahi en Isra\u00ebl, au cours de laquelle il s\u2019est entretenu avec le ministre des Affaires \u00e9trang\u00e8res Gideon Sa&rsquo;ar et Netanyahou.<\/li>\n\n\n\n<li>La proximit\u00e9 affich\u00e9e par Isra\u00ebl avec le Somaliland a fait l\u2019objet en d\u00e9cembre d\u2019une condamnation de la Somalie, de l\u2019Union africaine et d\u2019une dizaine de pays musulmans, parmi lesquels l\u2019Arabie saoudite, la Turquie et le Qatar, qui craignent de voir l\u2019\u00e9mergence de nouveaux mouvements s\u00e9cessionnistes.<\/li>\n\n\n\n<li>Les \u00c9mirats arabes unis et l\u2019\u00c9thiopie, deux pays qui ont sign\u00e9 des accords d\u2019investissements portuaires avec Hargeisa ces derni\u00e8res ann\u00e9es, sont quant \u00e0 eux rest\u00e9s silencieux.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/b5A6A\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Le rapprochement entre Isra\u00ebl et le Somaliland tient notamment \u00e0 son positionnement g\u00e9ographique. Id\u00e9alement situ\u00e9 sur le golfe d\u2019Aden, \u00e0 l\u2019entr\u00e9e du d\u00e9troit de Bab-el-Mandeb, le territoire se trouve \u00e0 seulement 200 kilom\u00e8tres des c\u00f4tes y\u00e9m\u00e9nites, et offre ainsi \u00e0 Isra\u00ebl un \u00e9ventuel point d&rsquo;ancrage strat\u00e9gique \u00e0 proximit\u00e9 de voies maritimes qui avaient \u00e9t\u00e9 durablement perturb\u00e9es par les Houthis en 2023.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pour Hargeisa, l\u2019\u00e9ventuel d\u00e9veloppement de liens s\u00e9curitaires avec Isra\u00ebl est \u00e0 double tranchant&#160;: si le pays pourrait b\u00e9n\u00e9ficier de partenariats dans les domaines technologique et agricole, il pourrait \u00e9galement devenir une cible pour les Houthis.<\/li>\n\n\n\n<li>L\u2019\u00c9thiopie et les \u00c9mirats arabes unis sont les pays les plus susceptibles de suivre Isra\u00ebl en reconnaissant l\u2019existence du Somaliland, tout comme le Kenya, qui a accueilli un nombre important de r\u00e9fugi\u00e9s de la r\u00e9gion durant les ann\u00e9es 1980.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/wR3U4\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Pour Hargeisa, le rapprochement op\u00e9r\u00e9 avec Isra\u00ebl pourrait \u00e9galement constituer un moyen de d\u00e9velopper des liens avec les \u00c9tats-Unis. Bien que Washington ne reconnaisse pas le pays, la repr\u00e9sentante am\u00e9ricaine adjointe \u00e0 l\u2019ONU, Tammy Bruce, avait d\u00e9fendu fin d\u00e9cembre la d\u00e9cision d\u2019Isra\u00ebl, dressant un parall\u00e8le avec la Palestine&#160;: \u00ab&#160;Plus t\u00f4t cette ann\u00e9e, plusieurs pays, dont des membres de ce Conseil, ont pris la d\u00e9cision unilat\u00e9rale de reconna\u00eetre un \u00c9tat palestinien inexistant, et pourtant aucune r\u00e9union d\u2019urgence n\u2019a \u00e9t\u00e9 convoqu\u00e9e pour exprimer l\u2019indignation de ce Conseil&#160;\u00bb.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>En ce sens, le pr\u00e9sident du Somaliland s\u2019\u00e9tait engag\u00e9 fin d\u00e9cembre \u00e0 rejoindre les accords d\u2019Abraham, le projet de normalisation des liens avec Isra\u00ebl pouss\u00e9 par Trump durant son premier mandat qui compte notamment les \u00c9mirats arabes unis.<\/li>\n\n\n\n<li>Le pays pourrait \u00e9galement \u00eatre amen\u00e9 \u00e0 jouer un r\u00f4le dans le projet isra\u00e9lo-am\u00e9ricain pour Gaza en accueillant sur son sol des Palestiniens d\u00e9plac\u00e9s de force de l\u2019enclave, selon Mogadiscio&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-341593' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote note-digits-1'><a
