Nicola Sturgeon, la premi\u00e8re ministre \u00e9cossaise, veut un deuxi\u00e8me r\u00e9f\u00e9rendum sur l\u2019ind\u00e9pendance \u00e9cossaise et estime qu\u2019il doit se tenir d\u2019ici le premier semestre 2021. Dans un discours prononc\u00e9 devant le Parlement \u00e9cossais fin avril, elle affirmait&#160;: \u00ab&#160;L\u2019Ind\u00e9pendance signifierait que des d\u00e9cisions contre notre volont\u00e9 et contre nos int\u00e9r\u00eats ne peuvent pas nous \u00eatre impos\u00e9es par Westminster&#160;\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-33967' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2019\/05\/06\/de-bruxelles-a-lecosse-un-deuxieme-divorce-en-vue-pour-le-royaume-uni\/#easy-footnote-bottom-1-33967' title='HARRIS John, &lt;a href=&quot;https:\/\/www.theguardian.com\/commentisfree\/2019\/apr\/28\/england-mess-scotland-splitting-away&quot;&gt;My England is in a mess. Le gouvernement \u00e9cossais va introduire un projet de loi visant \u00e0 organiser un second scrutin sur la question de l\u2019ind\u00e9pendance d\u2019ici mai 2021. \u00ab&#160;Avec toutes nos richesses et nos talents&#160;\u00bb, a \u00e9galement d\u00e9clar\u00e9 Mme Sturgeon, \u00ab&#160;l\u2019Ecosse devrait \u00eatre une force motrice en Europe. Au contraire, nous sommes contraints de rester \u00e0 la marge, mis sur la touche par le Royaume-Uni&#160;\u00bb. En effet, le syst\u00e8me politique britannique est con\u00e7u de telle fa\u00e7on que l\u2019Ecosse maintient le contr\u00f4le sur ses affaires int\u00e9rieures comme la sant\u00e9, l\u2019\u00e9ducation ou les transports. Or, selon le gouvernement \u00e9cossais, le Brexit emp\u00eacherait le pays de garder la porte ouverte aux immigr\u00e9s, consid\u00e9r\u00e9s comme une ressource fondamentale pour l\u2019\u00e9conomie. Comment leur donner tort vu les pertes subies par le service national de sant\u00e9, le National Health Service, depuis la baisse spectaculaire de personnel majoritairement issu de l\u2019immigration&#160;? Nicola Sturgeon a d\u2019ailleurs introduit un paquet de mesure \u00e0 destination des citoyens europ\u00e9ens concern\u00e9s par leur statut \u00e0 cause du Brexit.<br><\/p>\n\n\n\n<p>En 2016, les \u00c9cossais ont vot\u00e9 pour le <em>Remain <\/em>\u00e0 une solide majorit\u00e9. En 2014, ils s\u2019\u00e9taient prononc\u00e9 \u00e0 55&#160;% contre l\u2019ind\u00e9pendance, lors d\u2019un r\u00e9f\u00e9rendum que Theresa May estime avoir clos le d\u00e9bat \u00ab&#160;pour une g\u00e9n\u00e9ration&#160;\u00bb. Est-il envisageable, d\u00e8s lors, de rompre l\u2019unit\u00e9 du Royaume aujourd\u2019hui, en plein Brexit&#160;? On retrouve dans le d\u00e9bat \u00e9cossais des arguments similaires \u00e0 ceux entendus sur le Brexit, notamment en ce qui concerne la dimension \u00e9conomique du sujet. Pour certains, les pertes li\u00e9es \u00e0 un divorce entre l\u2019\u00c9cosse et le Royaume-Uni seraient proportionnellement plus importantes que celles li\u00e9es au Brexit.
