La Tha\u00eflande a ainsi d\u00e9clar\u00e9 d\u00e9ployer des chasseurs F-16 en r\u00e9ponse \u00e0 des frappes cambodgiennes visant des zones civiles, dont un h\u00f4pital.<\/li>\n\n\n\n<li>Le Cambodge a quant \u00e0 lui frapp\u00e9 le territoire tha\u00eflandais avec des lance-roquettes multiples sovi\u00e9tiques (BM-21 Grad).<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/3bVxT\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Cet affrontement s\u2019inscrit dans un litige frontalier ancien cristallis\u00e9 autour d\u2019une s\u00e9rie de temples (Preah Vihear, Prasat Ta Muen Thom, Ta Krabey).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bien que la Cour internationale de justice ait attribu\u00e9 en 1962 la souverainet\u00e9 au Cambodge, la Tha\u00eflande maintient une pr\u00e9sence militaire dans la zone, qu\u2019elle continue de revendiquer.<\/li>\n\n\n\n<li>Le contr\u00f4le des territoires frontaliers a historiquement bascul\u00e9 entre diverses entit\u00e9s khmers et tha\u00eflandaises, en se trouvant particuli\u00e8rement impact\u00e9 \u00e0 partir du XIXe si\u00e8cle par les puissances coloniales pr\u00e9sentes dans la r\u00e9gion \u2014 les revendications du Cambodge se basent sur une carte datant de 1907, \u00e9tablie pendant la colonisation fran\u00e7aise.<\/li>\n<\/ul>\n\n\n\n<p>La conflictualit\u00e9 autour de la fronti\u00e8re provoque des incidents fr\u00e9quents.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un pr\u00e9c\u00e9dent conflit en 2011 avait fait 20 morts pr\u00e8s du temple de Preah Vihear, d\u00e9di\u00e9 au dieu hindou Shiva par l\u2019empire khmer au XIe si\u00e8cle, et aujourd&rsquo;hui temple bouddhiste revendiqu\u00e9 par la Tha\u00eflande.\u00a0<\/li>\n\n\n\n<li>Le 28 mai, un \u00e9change de tirs \u00e0 Chong Bok, \u00e0 la fronti\u00e8re des provinces de Preah Vihear (Cambodge) et Ubon Ratchathani (Tha\u00eflande), avait abouti \u00e0 la mort d\u2019un lieutenant cambodgien.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Cette escarmouche autour d&rsquo;une tranch\u00e9e dans une zone frontali\u00e8re contest\u00e9e est \u00e0 l\u2019origine d\u2019une nouvelle pouss\u00e9e nationaliste dans les deux pays, marqu\u00e9e par un scandale politique \u00e0 Bangkok.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hun Sen, ancien Premier ministre cambodgien et p\u00e8re de l\u2019actuel chef du gouvernement Hun Manet, a rendu public un enregistrement t\u00e9l\u00e9phonique avec la Premi\u00e8re ministre tha\u00eflandaise Paetongtarn Shinawatra.<\/li>\n\n\n\n<li>Lors de cette conversation, celle-ci l\u2019appelait respectueusement \u00ab&#160;oncle&#160;\u00bb et critiquait implicitement l\u2019arm\u00e9e tha\u00eflandaise en la rendant responsable des \u00e9changes de tirs au mois de mai, tout en adoptant un ton jug\u00e9 conciliant face aux demandes cambodgiennes.<\/li>\n\n\n\n<li>Accus\u00e9e de nuire aux int\u00e9r\u00eats nationaux, Paetongtarn Shinawatra a pr\u00e9sent\u00e9 des excuses publiques avant d&rsquo;\u00eatre suspendue par la Cour constitutionnelle le 1er juillet. Son parti reste toutefois dans la coalition au pouvoir, et elle a conserv\u00e9 un poste de ministre de la Culture apr\u00e8s le remaniement.<\/li>\n\n\n\n<li>Le 23 juillet, soit la veille du d\u00e9but des hostilit\u00e9s, le gouvernement tha\u00eflandais a accus\u00e9 le Cambodge d&rsquo;avoir pos\u00e9 de nouvelles mines terrestres \u00e0 la fronti\u00e8re, causant la perte d&rsquo;une jambe de deux militaires tha\u00eflandais.<\/li>\n\n\n\n<li>Bangkok a alors rappel\u00e9 son ambassadeur \u00e0 Phnom Penh et expuls\u00e9 le repr\u00e9sentant cambodgien&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-289438' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2025\/07\/25\/la-guerre-entre-le-cambodge-et-la-thailande-a-t-elle-eclate\/#easy-footnote-bottom-3-289438' title='\u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.bangkokpost.com\/thailand\/general\/3074382\/new-mine-blast-inflames-border-tensions&quot;&gt;New mine blast inflames border tensions&lt;\/a&gt;&amp;#160;\u00bb, &lt;em&gt;Bangkok Post&lt;\/em&gt;, 23 juillet 2025.'><sup>3<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<p>Dans un rare moment de convergence g\u00e9opolitique, la Chine et les \u00c9tats-Unis appellent au cessez-le-feu imm\u00e9diat et \u00e0 la protection des civils.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le Premier ministre cambodgien Hun Manet a demand\u00e9 une r\u00e9union d&rsquo;urgence du Conseil de s\u00e9curit\u00e9, accusant la Tha\u00eflande d\u2019avoir men\u00e9 une incursion arm\u00e9e planifi\u00e9e sur des sites cambodgiens en violation des trait\u00e9s de 1904\u20131907 et du m\u00e9morandum bilat\u00e9ral de 2000.<\/li>\n\n\n\n<li>Il d\u00e9nonce des attaques justifi\u00e9es par un pr\u00e9texte fallacieux (explosion de mine) et affirme que les forces cambodgiennes ont agi en l\u00e9gitime d\u00e9fense.<\/li>\n\n\n\n<li>Si depuis la cr\u00e9ation en 1967 de l\u2019ASEAN, aucune guerre \u00e0 grande \u00e9chelle n&rsquo;avait \u00e9clat\u00e9 entre les \u00c9tats membres, le risque d\u2019une escalade entre le Cambodge et la Tha\u00eflande pourrait fragiliser sa pertinence en tant qu\u2019organisation garante de la stabilit\u00e9 r\u00e9gionale&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-4-289438' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2025\/07\/25\/la-guerre-entre-le-cambodge-et-la-thailande-a-t-elle-eclate\/#easy-footnote-bottom-4-289438' title='Pattharapong Rattanasevee, \u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.scmp.com\/opinion\/asia-opinion\/article\/3319600\/asean-must-act-peace-thai-cambodian-clash-or-risk-irrelevance?utm_source=chatgpt.com&quot;&gt;Asean must act for peace in Thai-Cambodian clash or risk irrelevance&lt;\/a&gt;&amp;#160;\u00bb, &lt;em&gt;South China Morning Post&lt;\/em&gt;, 25 juillet 2025.'><sup>4<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>Le Premier ministre malaisien Anwar Ibrahim, pays qui assure la pr\u00e9sidence tournante de l\u2019ASEAN, a d\u00e9j\u00e0 propos\u00e9 d\u2019organiser des pourparlers entre Bangkok et Phnom Penh.<\/li>\n\n\n\n<li>Bien que la Tha\u00eflande insiste sur des n\u00e9gociations bilat\u00e9rales, elle a toutefois laiss\u00e9 la porte ouverte \u00e0 une facilitation de l\u2019ASEAN pour relancer le dialogue\u202f.<\/li>\n<\/ul>\n\n\n\n<p>Selon une source militaire fran\u00e7aise consult\u00e9e par la revue, l\u2019absence \u2014 pour l\u2019heure \u2014 d\u2019escalade au-del\u00e0 de la zone frontali\u00e8re sugg\u00e9rerait que le conflit pourrait y rester circonscrit.
