La Russie s\u2019\u00e9tait auparavant engag\u00e9e \u00e0 fournir un pr\u00eat \u00e0 un taux pr\u00e9f\u00e9rentiel pour la construction de trois nouvelles centrales dans le pays (\u00e0 Kokchetaou, Seme\u00ef et \u00d6skemen).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sur les 97 unit\u00e9s r\u00e9parties dans les 22 centrales \u00e0 charbon en activit\u00e9 au Kazakhstan, 21 ont \u00e9t\u00e9 construites ou modernis\u00e9es apr\u00e8s l\u2019ind\u00e9pendance du pays en d\u00e9cembre 1991, selon les donn\u00e9es de l\u2019ONG Global Energy Monitor.<\/li>\n\n\n\n<li>La Russie a jou\u00e9 un r\u00f4le substantiel dans chacun de ces projets, apportant une contribution technique, mat\u00e9rielle ainsi que financi\u00e8re, notamment via l\u2019octroi de pr\u00eats et de financements.<\/li>\n\n\n\n<li>Les entreprises russes (Inter RAO, LMZ, Electrozavod, Power Machines\u2026) jouent par ailleurs un r\u00f4le central dans la maintenance et la r\u00e9paration des chaudi\u00e8res, turbines et transformateurs qui \u00e9quipent les centrales kazakhes.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/WKcd9\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>L\u2019annonce de Bektenov intervient deux mois apr\u00e8s que ce dernier a d\u00e9clar\u00e9 que Moscou \u00ab&#160;rencontrait des difficult\u00e9s pour financer la fourniture d&rsquo;\u00e9quipements&#160;\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-287765' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2025\/07\/16\/economie-russe-le-kazakhstan-pourrait-chercher-dautres-partenaires-que-moscou-pour-la-construction-de-ses-centrales-thermiques\/#easy-footnote-bottom-2-287765' title='\u00ab&amp;#160;&lt;a href=&quot;https:\/\/orda.kz\/kazahstan-mozhet-zamenit-rossijskogo-investora-v-proekte-treh-tjec-402372\/&quot;&gt;\u041a\u0430\u0437\u0430\u0445\u0441\u0442\u0430\u043d \u043c\u043e\u0436\u0435\u0442 \u0437\u0430\u043c\u0435\u043d\u0438\u0442\u044c \u0440\u043e\u0441\u0441\u0438\u0439\u0441\u043a\u043e\u0433\u043e \u0438\u043d\u0432\u0435\u0441\u0442\u043e\u0440\u0430 \u0432 \u043f\u0440\u043e\u0435\u043a\u0442\u0435 \u0442\u0440\u0451\u0445 \u0422\u042d\u0426&lt;\/a&gt;&amp;#160;\u00bb, &lt;em&gt;Orda&lt;\/em&gt;, 30 mai 2025.'><sup>2<\/sup><\/a><\/span><\/span> pour ces projets. La question semble avoir fait l\u2019objet de discussions entre le vice-Premier ministre russe Alexandre Novak et son homologue kazakh Roman Sklyar lors du <a href=\"https:\/\/legrandcontinent.eu\/fr\/2025\/06\/19\/economie-russe-annonces-participants-discours-de-poutine-que-suivre-lors-du-forum-economique-de-saint-petersbourg\/\">Forum \u00e9conomique de Saint-P\u00e9tersbourg<\/a> qui s\u2019est tenu en juin, sans qu\u2019aucune annonce n\u2019ait toutefois \u00e9t\u00e9 faite \u00e0 l\u2019issue de la rencontre. Le co\u00fbt pr\u00e9liminaire de la construction des trois centrales est estim\u00e9 \u00e0 environ 2 milliards d\u2019euros.<\/p>\n\n\n\n<p>Bien que rien ne confirme clairement l\u2019existence d\u2019un lien entre l\u2019impact de la guerre sur les finances de la Russie et l\u2019apparent abandon du projet par Moscou, le Kremlin a n\u00e9anmoins \u00e9t\u00e9 contraint de revoir ses d\u00e9penses \u00e0 la baisse le mois dernier en raison de <a href=\"https:\/\/legrandcontinent.eu\/fr\/2025\/06\/12\/la-russie-aurait-perdu-plus-dun-million-dhommes-en-ukraine-depuis-fevrier-2022\/\">ses pertes \u00e9lev\u00e9es<\/a> sur le front ukrainien.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La majeure partie des coupes budg\u00e9taires russes pour 2025 concernent les produits de haute technologie, l\u2019automobile et les transports, la recherche et le d\u00e9veloppement ou encore la <a href=\"https:\/\/legrandcontinent.eu\/fr\/2025\/07\/02\/dans-les-entrepots-amazon-il-y-aura-bientot-plus-de-robots-que-dhumains\/\">robotique industrielle<\/a>.<\/li>\n\n\n\n<li>Dans le m\u00eame temps, le Kremlin consacre de plus en plus de <a href=\"https:\/\/legrandcontinent.eu\/fr\/2025\/06\/10\/economie-russe-le-recrutement-de-soldats-sous-contrat-est-en-augmentation-de-22-en-glissement-annuel\/\">ressources pour le recrutement de soldats<\/a> sous contrat et l\u2019octroi de bonus \u00e0 la signature&#160;: pr\u00e8s de 36 milliards de roubles (380 millions d\u2019euros) ont ainsi \u00e9t\u00e9 d\u00e9pens\u00e9s pour les contrats militaires au premier trimestre 2025.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/cAYdn\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Faute de pouvoir obtenir des pr\u00eats russes \u00e0 un taux avantageux, le Kazakhstan pourrait se tourner vers d\u2019autres partenaires, comme la Cor\u00e9e du Sud ou la Chine. Une entreprise turque avait \u00e9galement signal\u00e9 son int\u00e9r\u00eat pour le projet, avant de se r\u00e9tracter.
