{"id":276723,"date":"2025-05-06T10:41:14","date_gmt":"2025-05-06T08:41:14","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=276723"},"modified":"2025-05-06T17:27:57","modified_gmt":"2025-05-06T15:27:57","slug":"merz-echoue-a-devenir-chancelier-des-le-premier-tour-au-bundestag-a-6-voix-pres-que-va-t-il-se-passer-maintenant","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2025\/05\/06\/merz-echoue-a-devenir-chancelier-des-le-premier-tour-au-bundestag-a-6-voix-pres-que-va-t-il-se-passer-maintenant\/","title":{"rendered":"Merz \u00e9choue \u00e0 devenir chancelier d\u00e8s le premier tour au Bundestag \u00e0 6 voix pr\u00e8s&#160;: que va-t-il se passer maintenant&#160;?"},"content":{"rendered":"\n<p>Sur 621 votants (9 d\u00e9put\u00e9s sur 630 n\u2019ont pas pris part au vote), Merz a recueilli 310 votes, 307 d\u00e9put\u00e9s ont vot\u00e9 contre, avec 3 abstentions et 1 suffrage invalide.&nbsp;<\/p>\n\n\n\n<p>Il aurait eu besoin de 316 voix pour \u00eatre confirm\u00e9 d\u00e8s le premier tour.<\/p>\n\n\n\n<p>Sa coalition dispose th\u00e9oriquement de 328 voix, 18 voix ont donc manqu\u00e9 \u00e0 l\u2019appel pour le probable futur chancelier.<\/p>\n\n\n\n<p>Le chancelier f\u00e9d\u00e9ral est \u00e9lu \u00e0 la majorit\u00e9 absolue des membres du Bundestag dans son ensemble et non pas seulement des pr\u00e9sents (\u00ab&#160;le vote du chancelier&#160;\u00bb, \u00ab&#160;<em>Kanzlermehrheit<\/em>&#160;\u00bb).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019article 63 de la loi fondamentale pr\u00e9voit qu\u2019en cas d\u2019\u00e9chec au premier tour le Bundestag puisse revoter dans l\u2019espace de quatorze jours, toujours \u00e0 la majorit\u00e9 absolue.&nbsp;<\/li>\n\n\n\n<li>Si aucun candidat n\u2019est \u00e9lu, un troisi\u00e8me tour a lieu imm\u00e9diatement&#160;: le candidat arriv\u00e9 en t\u00eate (majorit\u00e9 relative) peut \u00eatre nomm\u00e9.<\/li>\n\n\n\n<li>Si la majorit\u00e9 est absolue, le pr\u00e9sident f\u00e9d\u00e9ral doit nommer le chancelier sous 7 jours.<\/li>\n\n\n\n<li>En cas de majorit\u00e9 relative, le pr\u00e9sident peut soit nommer le candidat, soit dissoudre le Bundestag.<\/li>\n<\/ul>\n\n\n\n<p>C\u2019est la premi\u00e8re fois qu\u2019un chancelier \u00e9choue au 1er tour, \u00e0 l\u2019exception du vote de d\u00e9fiance constructive de Rainer Barzel (un mode de scrutin sp\u00e9cifique au syst\u00e8me parlementaire allemand) en 1972, qui \u00e9choua \u00e0 cause de deux d\u00e9put\u00e9s de la CDU retourn\u00e9s par la Stasi.<\/p>\n\n\n\n<p>Que se passera-t-il&#160;? <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un nouveau vote pourrait avoir lieu d\u00e8s demain mercredi, 7 mai \u2014 mais la date n&rsquo;est pas encore confirm\u00e9e, des tractations complexes ont commenc\u00e9 \u00e0 Berlin&#160;? <\/li>\n<\/ul>\n\n\n\n<p>Qui est responsable&#160;?&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Selon le journaliste du The Economist Tom Nuttall, \u00ab&#160;les doigts pointeront vers le SPD, bien s\u00fbr.
