Moscou<\/i>. Les sanctions am\u00e9ricaines \u00e0 l\u2019encontre d\u2019UC Rusal, le second producteur d’aluminium au monde, pourraient \u00eatre abrog\u00e9es. Dans l\u2019attente du verdict final de l\u2019OFAC (le Service qui contr\u00f4le le respect des sanctions et qui d\u00e9pend du Tr\u00e9sor am\u00e9ricain), les contrats d\u2019exportations avec cette entreprise devront \u00eatre n\u00e9anmoins arr\u00eat\u00e9s avant le 23 octobre. Les \u00c9tats-Unis ont indiqu\u00e9 que les sanctions pourraient \u00eatre annul\u00e9es notamment si M. Deripaska, le pr\u00e9sident de Rusal, c\u00e8de sa participation dans ce g\u00e9ant de l\u2019aluminium.<\/p>\n

Pourquoi Rusal est-il sous le coup de sanctions ? D\u2019apr\u00e8s le directeur charg\u00e9 des investissements d\u2019un cabinet d’avocats TKS Partners, M. Tretelnikov, s\u2019il s\u2019agit d\u2019une fa\u00e7on d\u00e9tourn\u00e9e de favoriser le march\u00e9 am\u00e9ricain de l\u2019aluminium (<\/b>1<\/b>)<\/b>, il est peu probable que le D\u00e9partement du Tr\u00e9sor annule sa d\u00e9cision. D\u2019autre part ce revirement de situation est d\u00fb au travail des lobbies europ\u00e9ens (<\/b>2<\/b>)<\/b> motiv\u00e9s par la crainte d\u2019une perte soudaine de leur principal fournisseur en aluminium. En effet, l\u2019Europe repr\u00e9sente 49 % des exportations de Rusal, et l\u2019entreprise russe occupe 25 % du march\u00e9 europ\u00e9en de l\u2019aluminium.<\/p>\n

Pour rappel, les sanctions prises \u00e0 l\u2019encontre du g\u00e9ant russe (qui repr\u00e9sente 7 % de l\u2019approvisionnement mondial en aluminium et 17 % hors production chinoise) risquent d\u2019intensifier le climat d\u2019incertitude sur ce march\u00e9 et, par extension, dans certains milieux industriels.<\/td>\n<\/tr>\n

  • Mi-mai 2018 : une loi autorisant une riposte russe aux sanctions am\u00e9ricaines a \u00e9t\u00e9 mise \u00e0 l\u2019ordre du jour de l\u2019agenda de la Douma. A priori, les Etats-Unis seraient prioritairement vis\u00e9s ; mais des pays \u00ab inamicaux \u00bb, comme le Royaume-Uni, sont \u00e9galement susceptibles de figurer sur cette liste.
