Avec Tashkent qui soutient le projet et souhaite fournir des financements (certes limit\u00e9s), les acteurs r\u00e9gionaux sont maintenant tous sur la m\u00eame ligne.<\/p>\n\n\n\n<p>Cela dit, les investissements \u00e9voqu\u00e9s (probablement 10 milliards de dollars) ne sont pas encore disponibles et garantir la s\u00e9curit\u00e9 reste tr\u00e8s difficile puisque le pipeline doit traverser \u00e0 la fois le sud de l\u2019Afghanistan et les r\u00e9gions instables du nord-ouest du Pakistan. Malgr\u00e9 tout, cette nouvelle fissure du monopole russe sur le gaz turkm\u00e8ne (apr\u00e8s la pr\u00e9c\u00e9dente, caus\u00e9e par la cr\u00e9ation du pipeline Turkm\u00e9nistan-Chine) permettra au Turkm\u00e9nistan de diversifier ses exportations et d\u2019affaiblir le r\u00f4le que joue la Russie dans l\u2019industrie des hydrocarbures en Asie Centrale&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-2424' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2018\/04\/30\/nouvelle-etape-pour-le-pipeline-turkmenistan-afghanistan-pakistan-inde-tapi\/#easy-footnote-bottom-3-2424' title='OVOZI Qishloq, \u201c&lt;a href=&quot;https:\/\/www.rferl.org\/a\/qishloq-ovozi-tapi-pipeine-afghanistan-launch\/29059433.html&quot;&gt;Afghan TAPI Construction Kicks Off, But Pipeline Questions Still Unresolved&lt;\/a&gt;\u201d, Radio Free Europe Free Liberty, 23 f\u00e9vrier 2018.'><sup>3<\/sup><\/a><\/span><\/span>.<\/p>\n\n\n\n<p>Si le Turkm\u00e9nistan parvient \u00e0 cr\u00e9er de bonnes routes pour ses exportations \u00e0 la fois vers l\u2019Inde et vers la Chine, la Russie pourrait devenir un partenaire parmi d\u2019autres et cesser de se penser en position de monopole. Cela, pourrait par la suite ouvrir la porte \u00e0 la cr\u00e9ation d\u2019un nouveau pipeline, qui traverserait la Caspienne et le Caucase en direction de l\u2019Europe.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Perspectives&#160;:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Faire attention \u00e0 de possibles attaques des Talibans (ou d\u2019autres groupes arm\u00e9s).<\/li><li>Trouver les fonds n\u00e9cessaires pour le pipeline sera difficile &#8211; le Turkm\u00e9nistan a peu d&rsquo;exp\u00e9rience dans la construction d\u2019infrastructures importantes en dehors de son territoire.
