{"id":238541,"date":"2024-07-18T06:30:00","date_gmt":"2024-07-18T04:30:00","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=238541"},"modified":"2024-07-18T18:57:58","modified_gmt":"2024-07-18T16:57:58","slug":"ursula-von-der-leyen-face-au-vote-du-parlement","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2024\/07\/18\/ursula-von-der-leyen-face-au-vote-du-parlement\/","title":{"rendered":"Ursula von der Leyen face au vote du Parlement"},"content":{"rendered":"\n<p>Le 16 juillet 2019, 383 eurod\u00e9put\u00e9s du PPE, des Socialistes et D\u00e9mocrates (S&amp;D) et de Renew (RE) avaient soutenu la candidature d\u2019Ursula von der Leyen \u00e0 la t\u00eate de la Commission europ\u00e9enne \u2014 soit une courte majorit\u00e9 de seulement 9 voix.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Au total, ces trois groupes disposaient conjointement de 444 si\u00e8ges lors de la pr\u00e9c\u00e9dente l\u00e9gislature (182 pour le PPE, 154 pour S&amp;D, 108 pour Renew).<\/li>\n\n\n\n<li>Cela signifie que pr\u00e8s de 14&#160;% (61) des eurod\u00e9put\u00e9s de ces groupes ont fait d\u00e9fection et n\u2019ont pas soutenu la candidature de von der Leyen.<\/li>\n\n\n\n<li>De plus, le PiS polonais (26 eurod\u00e9put\u00e9s) avait ouvertement d\u00e9clar\u00e9 que sa d\u00e9l\u00e9gation avait vot\u00e9 en faveur de son mandat.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium \">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/flo.uri.sh\/visualisation\/18768496\/embed\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Suite aux \u00e9lections des 6-9 juin, cette m\u00eame coalition dispose de 401 si\u00e8ges (Renew a perdu 31 si\u00e8ges, S&amp;D 18 et le PPE en a gagn\u00e9 6). En raison du d\u00e9part du Royaume-Uni, la majorit\u00e9 requise a n\u00e9anmoins baiss\u00e9, passant de 374 en 2019 \u00e0 361 cette ann\u00e9e.<\/p>\n\n\n\n<p>En th\u00e9orie, les votes de la coalition qui l\u2019a soutenue en 2019 devraient \u00eatre suffisants. Mais les nombreuses d\u00e9fections \u00e0 l\u2019int\u00e9rieur de chaque groupe pourraient mettre en p\u00e9ril son \u00e9lection.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Son \u00e9lection pourrait ainsi se faire avec une partie cons\u00e9quente du PPE, des S&amp;D, de Renew, et des Verts, et le vote secret d\u2019une partie des CRE (comme Fratelli d\u2019Italia, 24 eurod\u00e9put\u00e9s).<\/li>\n\n\n\n<li>\u00c0 l\u2019int\u00e9rieur du PPE, les d\u00e9fections risquent \u00e9galement d\u2019\u00eatre nombreuses&#160;: les R\u00e9publicains fran\u00e7ais (6 si\u00e8ges au Parlement europ\u00e9en) ont en effet d\u00e9clar\u00e9 <a href=\"https:\/\/legrandcontinent.eu\/fr\/2024\/07\/09\/majorite-ursula-la-france-sera-t-elle-gouvernee-par-une-coalition-von-der-leyen\/#:~:text=Pour%20%C3%AAtre%20%C3%A9lue%2C%20elle%20a,mettre%20en%20p%C3%A9ril%20son%20%C3%A9lection.\">qu\u2019ils n\u2019allaient pas soutenir sa candidature<\/a>.<\/li>\n\n\n\n<li>Le congr\u00e8s du parti \u00e0 Bucarest, qui a act\u00e9 son investiture comme t\u00eate de liste, montre aussi le peu d\u2019enthousiasme de son propre camp&#160;: elle n\u2019a \u00e9t\u00e9 \u00e9lue qu\u2019avec 410 voix (sur 737 \u00e9lecteurs, seuls 499 ont vot\u00e9 et 83 ont vot\u00e9 contre elle).<\/li>\n<\/ul>\n\n\n\n<p>Son \u00e9lection pourrait ainsi se faire avec une partie cons\u00e9quente du PPE, des S&amp;D, de Renew, et des Verts, et le vote secret d\u2019une partie des CRE (comme Fratelli d\u2019Italia, 24 eurod\u00e9put\u00e9s).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cela d\u00e9pendra cependant des compromis trouv\u00e9s&#160;: sur le Pacte vert avec les Verts, sur les valeurs et l\u2019\u00c9tat de droit avec Renew, sur les garanties donn\u00e9es aux socialistes au sujet du refus d&rsquo;un rapprochement entre le PPE et l&rsquo;extr\u00eame droite et sur le portefeuille promis \u00e0 la pr\u00e9sidente du Conseil italien pour le prochain commissaire italien.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/VkOyC\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Aucune alternative \u00e0 Ursula von der Leyen n\u2019a pour le moment \u00e9t\u00e9 \u00e9tudi\u00e9e par les dirigeants europ\u00e9ens dans l\u2019\u00e9ventualit\u00e9 o\u00f9 sa candidature sera rejet\u00e9e.
