{"id":221192,"date":"2024-03-05T12:00:00","date_gmt":"2024-03-05T11:00:00","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=221192"},"modified":"2024-03-05T18:46:01","modified_gmt":"2024-03-05T17:46:01","slug":"la-commission-presente-sa-strategie-pour-lindustrie-de-defense","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2024\/03\/05\/la-commission-presente-sa-strategie-pour-lindustrie-de-defense\/","title":{"rendered":"La Commission pr\u00e9sente sa strat\u00e9gie pour l\u2019industrie de d\u00e9fense"},"content":{"rendered":"\n<p>Ce mardi, le commissaire Thierry Breton a pr\u00e9sent\u00e9 la strat\u00e9gie de la Commission europ\u00e9enne pour l&rsquo;industrie de d\u00e9fense europ\u00e9enne \u2014 EDIS, pour <em>European Defence Industry Strategy<\/em>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le plan a \u00e9t\u00e9 annonc\u00e9 par Ursula von der Leyen lors de son discours sur l\u2019\u00e9tat de l\u2019Union en septembre. Lors de la conf\u00e9rence de Munich, elle a r\u00e9affirm\u00e9&#160;: \u00ab&#160;Nous avons besoin de plus d&rsquo;investissements, de plus de coordination et de plus d&rsquo;Europe&#160;\u00bb.<\/li>\n\n\n\n<li>Bras arm\u00e9 de la l\u2019EDIS, le Programme europ\u00e9en d\u2019investissements dans la d\u00e9fense (l\u2019EDIP) est appel\u00e9 \u00e0 prendre le relais d\u2019instruments existants (dont le programme ASAP pour augmenter la production de munitions, de 470 millions d\u2019euros&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-221192' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2024\/03\/05\/la-commission-presente-sa-strategie-pour-lindustrie-de-defense\/#easy-footnote-bottom-1-221192' title='Commission europ\u00e9enne, &lt;a href=&quot;https:\/\/defence-industry-space.ec.europa.eu\/eu-defence-industry\/act-support-ammunition-production-asap_en?prefLang=fr&quot;&gt;Communication sur l\u2019ASAP&lt;\/a&gt;.'><sup>1<\/sup><\/a><\/span><\/span>, et l\u2019instrument EDIRPA, visant \u00e0 faciliter et \u00e0 encourager les acquisitions conjointes entre \u00c9tats membres, dot\u00e9 de 300 millions d\u2019euros).&nbsp;<\/li>\n\n\n\n<li>L\u2019EDIP devrait \u00eatre dot\u00e9 d\u20191,5 milliard d\u2019euros jusqu\u2019en 2027.&nbsp;<\/li>\n\n\n\n<li>Le montant d\u00e9di\u00e9 \u00e0 l&rsquo;industrie de d\u00e9fense est appel\u00e9 \u00e0 grandement augmenter, le commissaire Breton s\u2019est notamment prononc\u00e9 en faveur d\u2019un fonds de 100 milliards d\u2019euros.<\/li>\n<\/ul>\n\n\n\n<p>L\u2019objectif de la strat\u00e9gie est de rattraper le retard de l\u2019Union en mati\u00e8re de d\u00e9fense, au moment o\u00f9 la faiblesse de ses capacit\u00e9s de production est rendue visible par ses retards de livraison d\u2019aide militaire \u00e0 l\u2019Ukraine. La Commission souhaite notamment r\u00e9duire la d\u00e9pendance de l\u2019Union aux importations.&nbsp;<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/sC5ju\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La strat\u00e9gie vise \u00e9galement \u00e0 faciliter les achats conjoints et coordonn\u00e9s, qui pourraient \u00eatre exon\u00e9r\u00e9s de TVA. L\u2019Ukraine pourrait \u00eatre invit\u00e9e \u00e0 participer au programme d\u2019achats.&nbsp;<\/li>\n\n\n\n<li>Une autre disposition consiste \u00e0 faciliter les exportations d\u2019armes aux pays tiers, afin d\u2019offrir un d\u00e9bouch\u00e9 aux industries europ\u00e9ennes qui ne trouveraient pas preneur en Europe.<\/li>\n<\/ul>\n\n\n\n<p>L\u2019EDIS est con\u00e7ue comme une strat\u00e9gie \u00e0 moyen terme. \u00c0 court terme, l\u2019industrie de d\u00e9fense europ\u00e9enne ne produit pas assez, et assez vite, pour r\u00e9pondre \u00e0 la demande de livraison d\u2019armes et munitions \u00e0 l\u2019Ukraine.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/zrsiE\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le consensus semble \u00e9merger pour autoriser l\u2019achat de munitions non-europ\u00e9ennes pour y rem\u00e9dier, au contraire de la position fran\u00e7aise qui a longtemps insist\u00e9 pour le \u00ab&#160;<em>buy European<\/em>&#160;\u00bb, quitte \u00e0 ce que l\u2019Union ne respecte pas son objectif de livraison d\u20191 million d\u2019obus d\u2019ici mars 2024. Selon le HRVP Borrell, fin mars, seulement 52&#160;% de l\u2019objectif sera atteint.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Pour rem\u00e9dier au manque d\u2019espace budg\u00e9taire qui pourrait limiter ce tournant strat\u00e9gique, la Premi\u00e8re ministre estonienne et le pr\u00e9sident fran\u00e7ais se sont dits en faveur d\u2019un endettement commun \u00e0 l\u2019\u00e9chelle europ\u00e9enne \u2013 Kaja Kallas ayant propos\u00e9 la somme de 100 milliards d\u2019euros.
