L\u2019\u00e9largissement de l\u2019Union pourrait bousculer les \u00e9quilibres budg\u00e9taires europ\u00e9ens"},"content":{"rendered":"\n<p>Une \u00e9tude interne du Conseil europ\u00e9en dont les r\u00e9sultats ont \u00e9t\u00e9 publi\u00e9e mercredi par le Financial Times \u00e9value l\u2019impact d\u2019un \u00e9largissement de l\u2019Union \u00e0 l\u2019Ukraine, la Moldavie, la G\u00e9orgie ainsi que l\u2019Albanie, la Bosnie-Herz\u00e9govine, la Mac\u00e9doine du Nord, le Kosovo, le Mont\u00e9n\u00e9gro et la Serbie.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019estimation fournie est faite \u00e0 r\u00e8gles budg\u00e9taires constantes, et se fonde sur les r\u00e8gles de r\u00e9partition et de contribution du Cadre financier pluriannuel 2021-2027. Elle ne tient pas compte des amendements aux r\u00e8gles de contributions et aux politiques de r\u00e9partition des fonds europ\u00e9ens qui pourraient accompagner le prochain \u00e9largissement, et sont d\u2019ores et d\u00e9j\u00e0 discut\u00e9es.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019augmentation totale du budget europ\u00e9en \u00e9valu\u00e9e dans ce cadre serait de 21&#160;%, portant le budget \u00e0 1 470 milliards d\u2019euros.&nbsp;<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/XjDpM\/ \" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019\u00e9largissement transformerait les \u00e9quilibres et les statuts de contributeurs et b\u00e9n\u00e9ficiaires nets du budget&#160;: des \u00c9tats membres actuellement b\u00e9n\u00e9ficiaires nets du budget europ\u00e9en, deviendraient ainsi contributeurs nets au budget de l\u2019Union.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019Ukraine recevrait au total 186 milliards d\u2019euros sur sept ans.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>En particulier, l\u2019adh\u00e9sion de l\u2019Ukraine signifie aussi l\u2019adh\u00e9sion d\u2019une puissance agricole europ\u00e9enne en volume de production de c\u00e9r\u00e9ales.&nbsp;<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/XbC2m\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La majeure partie des financements attribu\u00e9s \u00e0 l\u2019Ukraine proviendrait de la Politique agricole commune (PAC), avec un financement total estim\u00e9 \u00e0 96,5 milliards d\u2019euros sur sept ans.
