Le 17 f\u00e9vrier dernier, la Cour avait rejet\u00e9 leurs recours, ouvrant la voie \u00e0 la mise en place concr\u00e8te du m\u00e9canisme.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/6XUPH\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La proc\u00e9dure, <a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/04\/28\/la-hongrie-visee-par-une-procedure-de-la-commission-concernant-son-utilisation-des-fonds-europeens\/\">lanc\u00e9e en avril 2022 contre la Hongrie<\/a>, avait abouti fin septembre \u00e0 une proposition de la Commission, demandant la suspension d\u2019une part des fonds de coh\u00e9sion allou\u00e9s au pays. La validation par le Conseil avait abouti le 22 d\u00e9cembre dernier au gel de 22 milliards d\u2019euros de fonds de coh\u00e9sion et 5,8 milliards de fonds de relance post-pand\u00e9mique, s\u2019ajoutant \u00e0 6,3 milliards bloqu\u00e9s pour des soup\u00e7ons de corruption.\u00a0<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/Drx7T\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Les r\u00e9formes judiciaires adopt\u00e9es par Budapest font ainsi partie d&rsquo;un ensemble de 27 mesures qui visent \u00e0 r\u00e9pondre aux pr\u00e9occupations concernant l&rsquo;\u00c9tat de droit&#160;; seul le respect des r\u00e9quisits pourrait d\u00e9bloquer une partie des fonds.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Parmi les changements, le projet de loi sur le syst\u00e8me judiciaire renforce les attributions d&rsquo;un conseil de juges charg\u00e9 de superviser les tribunaux, limite le droit du gouvernement de faire appel \u00e0 la Cour constitutionnelle et automatise la r\u00e9partition des affaires entre les juges afin d&rsquo;\u00e9viter toute ing\u00e9rence.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Toutefois, ces modifications ne r\u00e9pondent que partiellement aux pr\u00e9occupations&#160;; dans une lettre commune d\u2019Amnesty International, du Comit\u00e9 hongrois d&rsquo;Helsinki et de l\u2019institut E\u00f6tv\u00f6s K\u00e1rol, adress\u00e9e au Commissaire europ\u00e9en \u00e0 la justice&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-183934' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2023\/05\/03\/en-hongrie-une-reforme-judiciaire-est-votee-pour-le-deblocage-des-fonds-europeens\/#easy-footnote-bottom-1-183934' title='Disponible \u00e0 &lt;a associations mettent en garde contre la sinc\u00e9rit\u00e9 des promesses hongroises, arguant que le processus l\u00e9gislatif vise sciemment \u00e0 contourner la consultation publique et le d\u00e9bat parlementaire, et constitue une violation du r\u00e8glement int\u00e9rieur du Parlement hongrois.\u00a0<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image Commission europ\u00e9enne Vera Jourova a d\u00e9clar\u00e9 ce mercredi 3 mai que seule la mise en oeuvre de la loi, ainsi que d\u2019un corps l\u00e9gislatif satisfaisant les 27 points expos\u00e9s
