{"id":178276,"date":"2023-02-24T14:17:37","date_gmt":"2023-02-24T13:17:37","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=178276"},"modified":"2023-02-24T14:20:09","modified_gmt":"2023-02-24T13:20:09","slug":"comprendre-le-vote-aux-nations-unies-du-23-fevrier-2023","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2023\/02\/24\/comprendre-le-vote-aux-nations-unies-du-23-fevrier-2023\/","title":{"rendered":"Comprendre le vote aux Nations unies du 23 f\u00e9vrier 2023"},"content":{"rendered":"\n<p>Hier, 141 pays ont vot\u00e9 en faveur d\u2019une r\u00e9solution demandant le retrait imm\u00e9diat, complet et sans condition de toutes les forces militaires russes du territoire ukrainien \u00e0 l\u2019int\u00e9rieur des fronti\u00e8res internationalement reconnues du pays. 32 pays se sont abstenus, 7 ont vot\u00e9 contre et 12 n\u2019ont pas pris part au vote.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/rqwaz\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>On remarque relativement peu de changements entre le vote du 23 f\u00e9vrier 2023 et celui du 2 mars 2022 portant sur une r\u00e9solution condamnant l&rsquo;invasion russe de l\u2019Ukraine.&nbsp;<\/li>\n\n\n\n<li>Plusieurs changements sont toutefois int\u00e9ressants \u00e0 noter&#160;: le Mali a vot\u00e9 contre la r\u00e9solution d\u2019hier, tandis que le pays s\u2019\u00e9tait abstenu lors du vote du 2 mars 2022.&nbsp;<\/li>\n\n\n\n<li>Le Nicaragua a \u00e9galement vot\u00e9 contre hier (alors qu\u2019il s\u2019\u00e9tait abstenu en mars 2022), le Suriname s\u2019est abstenu alors qu\u2019il avait vot\u00e9 en faveur le 2 mars 2022 et le Maroc a vot\u00e9 en faveur alors que le pays n\u2019avait pas pris part au vote condamnant l\u2019invasion russe de l\u2019Ukraine l\u2019an dernier.<\/li>\n\n\n\n<li>Rabat a affich\u00e9 son soutien militaire \u00e0 l\u2019Ukraine en d\u00e9cembre 2022 et janvier 2023 en annon\u00e7ant la livraison de pi\u00e8ces d\u00e9tach\u00e9es pour les chars d\u2019assaut T-72 utilis\u00e9s par l\u2019arm\u00e9e ukrainienne ainsi qu\u2019en livrant directement 20 chars T-72B r\u00e9nov\u00e9s.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/3CjGr\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Ainsi, le soutien \u00e0 l\u2019Ukraine n\u2019a que relativement peu chang\u00e9 au cours de l\u2019ann\u00e9e de guerre qui vient de s\u2019\u00e9couler. Une large majorit\u00e9 de pays (141 sur les 193) affiche son soutien \u00e0 Kyiv, tandis que seulement 7 s\u2019y opposent ouvertement.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/xKxlu\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mis \u00e0 part la Chine et l\u2019Inde, ce sont principalement les pays les plus d\u00e9velopp\u00e9s qui affichent leur soutien \u00e0 l\u2019Ukraine (le bloc des pays occidentaux mais \u00e9galement le Br\u00e9sil, le Mexique et l\u2019Indon\u00e9sie).<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/76m1f\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Il y a toutefois une majorit\u00e9 de la population mondiale qui vit dans un pays s\u2019\u00e9tant abstenu lors du vote (51,4&#160;%). En cumulant les pays s\u2019\u00e9tant abstenus, ayant vot\u00e9 contre ou n\u2019ayant pas pris part au vote, les gouvernements repr\u00e9sentant 55,9&#160;% de la population mondiale ont d\u00e9cid\u00e9 de ne pas s\u2019opposer frontalement \u00e0 Moscou.<\/li>\n\n\n\n<li>Ainsi, les soutiens \u00e0 Kyiv repr\u00e9sentent 44,1&#160;% de la population mondiale mais 72,1&#160;% des richesses mondiales en termes de PIB.
