Sa lutte est soutenue par la Mission de transition de l&rsquo;Union africaine en Somalie (ATMIS) ainsi que par l\u2019arm\u00e9e am\u00e9ricaine et turque.<\/li>\n\n\n\n<li>Mohamoud souhaite que l\u2019ONU l\u00e8ve l\u2019embargo qui p\u00e8se actuellement sur les importations d\u2019armes par la Somalie. Celui-ci avait \u00e9t\u00e9 mis en place pour emp\u00eacher aux chebabs d\u2019importer des \u00e9quipements militaires, cependant la Somalie consid\u00e8re qu\u2019elle a des difficult\u00e9s \u00e0 \u00e9quiper ses propres troupes&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-178252' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2023\/02\/23\/quel-avenir-pour-la-lutte-contre-al-shabaab-en-somalie\/#easy-footnote-bottom-1-178252' title='&lt;a href=&quot;https:\/\/press.un.org\/en\/2023\/sc15208.doc.htm&quot;&gt;Amid Devastating Drought, Ongoing Rights Violations, Somalia Pushes Forward in Fight against Al-Shabaab Terror Group, Security Council Hears&lt;\/a&gt;, Nations unies, 22 f\u00e9vrier 2023.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/WLH90\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>L\u2019\u00c9tat f\u00e9d\u00e9ral somalien a progressivement r\u00e9ussi \u00e0 d\u00e9barrasser les villes de la pr\u00e9sence des chebabs, principalement implant\u00e9s en zone rurale. Cependant, chaque nouvelle victoire se traduit g\u00e9n\u00e9ralement par des attentats du groupe dans des villes.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le 17 janvier dernier, le gouvernement f\u00e9d\u00e9ral de Somalie a annonc\u00e9 la prise de trois villes \u2014 Haradhere, Gal&rsquo;ad et El Dher \u2014 dans l&rsquo;\u00c9tat de Galmudug, sous le contr\u00f4le d&rsquo;Al-Shabaab depuis plus d&rsquo;une d\u00e9cennie. Les op\u00e9rations offensives n&rsquo;ont pas encore commenc\u00e9 dans le sud du pays, o\u00f9 le groupe islamiste maintient toujours une forte pr\u00e9sence.<\/li>\n\n\n\n<li>Entre ao\u00fbt 2022 et f\u00e9vrier 2023, la mission des Nations unies en Somalie a enregistr\u00e9 1 524 incidents dits \u00ab&#160;de s\u00e9curit\u00e9&#160;\u00bb (attaques contre des civils, attentats, affrontements arm\u00e9s), dont 501 incidents terroristes.<\/li>\n\n\n\n<li>La majorit\u00e9 d\u2019entre eux furent revendiqu\u00e9s par Al-Shabaab et visaient le gouvernement, les forces de s\u00e9curit\u00e9 et les civils dans les centres urbains du pays, notamment la capitale f\u00e9d\u00e9rale Mogadiscio.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/J3AQS\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Depuis 2017, la Somalie fait l&rsquo;objet d&rsquo;un processus de r\u00e9vision constitutionnelle. Alors que le processus devait \u00eatre achev\u00e9 dans les deux ans, il est toujours en cours.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/UN1Nz\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le 23 d\u00e9cembre 2022, des affrontements ont \u00e9clat\u00e9 dans la capitale de l\u2019\u00c9tat du Sud-Ouest, Baidoa, entre partisans de l\u2019opposition et forces de l\u2019ordre, suite \u00e0 la d\u00e9cision de l&rsquo;Assembl\u00e9e de prolonger d\u2019un an le mandat du gouverneur Abdiaziz Laftagareen.<\/li>\n\n\n\n<li>Le 9 janvier, l&rsquo;administration du Puntland a d\u00e9clar\u00e9 qu&rsquo;elle ne coop\u00e9rerait avec Mogadiscio que sur les questions humanitaires, jusqu&rsquo;\u00e0 ce qu\u2019une constitution provisoire soit r\u00e9dig\u00e9e. L&rsquo;annonce fait suite au rejet par le Puntland d&rsquo;un communiqu\u00e9 entre le gouvernement et les \u00c9tats f\u00e9d\u00e9r\u00e9s publi\u00e9 fin d\u00e9cembre (le Puntland accuse notamment Mogadiscio de chercher \u00e0 centraliser les pouvoirs).<\/li>\n<\/ul>\n\n\n\n<p>Les tensions avec le Somaliland, r\u00e9gion s\u00e9paratiste qui a d\u00e9clar\u00e9 son ind\u00e9pendance (non reconnue) en 1991, se sont elles aussi accrues.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Suite \u00e0 l&rsquo;assassinat le 26 d\u00e9cembre 2022 d\u2019un opposant \u00e0 l\u2019ind\u00e9pendance du Somaliland \u00e0 Las Anod (situ\u00e9e dans une r\u00e9gion disput\u00e9e entre la r\u00e9gion s\u00e9paratiste et le gouvernement f\u00e9d\u00e9ral), de violentes manifestations contre le gouvernement du Somaliland ont \u00e9clat\u00e9, faisant au moins 12 morts et 59 bless\u00e9s, contraignant les forces de s\u00e9curit\u00e9 \u00e0 se retirer de la r\u00e9gion.<\/li>\n\n\n\n<li>Bien que des efforts aient \u00e9t\u00e9 d\u00e9ploy\u00e9s pour d\u00e9samorcer les tensions avec la participation des chefs de clan, la situation a connu une nouvelle escalade d\u00e9but f\u00e9vrier lorsque ces derniers ont d\u00e9clar\u00e9 que la zone contest\u00e9e devait \u00eatre administr\u00e9e par le gouvernement f\u00e9d\u00e9ral somalien.<\/li>\n\n\n\n<li>La d\u00e9claration a d\u00e9clench\u00e9 des affrontements entre les forces de s\u00e9curit\u00e9 du Somaliland et les milices claniques les 6 et 7 f\u00e9vrier qui auraient fait au moins 37 morts et 131 bless\u00e9s.<\/li>\n<\/ul>\n\n\n\n<p>Le gouvernement somalien a r\u00e9cemment intensifi\u00e9 la lutte contre Al-Shabaab en r\u00e9unissant une coalition compos\u00e9e du Kenya, de Djibouti et de l\u2019\u00c9thiopie qui a publi\u00e9 un plan commun le 1er f\u00e9vrier appelant \u00e0 \u00ab&#160;rechercher et d\u00e9truire&#160;\u00bb le groupe terroriste&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-178252' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2023\/02\/23\/quel-avenir-pour-la-lutte-contre-al-shabaab-en-somalie\/#easy-footnote-bottom-2-178252' title='\u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.eyeradio.org\/east-african-leaders-vow-to-destroy-al-shabab\/&quot;&gt;East African leaders vow to \u2018destroy\u2019 al-Shabab&lt;\/a&gt;&amp;#160;\u00bb, &lt;em&gt;Eye Radio&lt;\/em&gt;, 1er f\u00e9vrier 2023.'><sup>2<\/sup><\/a><\/span><\/span>. Celui-ci a notamment \u00e9t\u00e9 favoris\u00e9 par l\u2019arriv\u00e9e au pouvoir de William Ruto en septembre dernier au Kenya \u2014 qui a fait de la lutte contre les chebabs une de ses priorit\u00e9s \u2014 ainsi que par la conclusion d\u2019un accord de paix entre le gouvernement \u00e9thiopien et la r\u00e9gion du Tigr\u00e9 le mois suivant, venant mettre un terme \u00e0 deux ans de guerre civile.
