Cette derni\u00e8re constitue ainsi un test pour le multilat\u00e9ralisme onusien, qui a d\u00e9j\u00e0 \u00e9t\u00e9 mis \u00e0 mal par le contexte actuel. En avril dernier, <a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/04\/08\/trois-cartes-pour-comprendre-le-bouleversement-geopolitique-que-constitue-la-guerre-en-ukraine\/\">nous vous proposions une s\u00e9rie de trois cartes<\/a> des votes aux Nations unies ainsi que de la r\u00e9action des pays au d\u00e9but de l\u2019invasion pour comprendre le bouleversement g\u00e9opolitique que constitue la guerre en Ukraine.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/6fjiG\/4\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tandis qu\u2019au cours des deux ann\u00e9es pr\u00e9c\u00e9dentes les dirigeants internationaux \u00e9taient autoris\u00e9s \u00e0 envoyer des capsules vid\u00e9os afin de s\u2019exprimer virtuellement devant l\u2019Assembl\u00e9e g\u00e9n\u00e9rale, ce n\u2019est plus le cas cette ann\u00e9e. Dans ce contexte, les pr\u00e9sidents russe et chinois ont d\u00e9cid\u00e9 d\u2019envoyer leurs ministres des Affaires \u00e9trang\u00e8res pour les repr\u00e9senter.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Une exception a toutefois \u00e9t\u00e9 accord\u00e9e \u00e0 Volodymyr Zelensky pour que celui-ci ne quitte pas le territoire ukrainien, mais puisse quand m\u00eame s\u2019adresser devant les dirigeants et repr\u00e9sentants des 193 pays membres des Nations unies. \u00c0 ce propos, un vote qui s\u2019est tenu vendredi dernier a dessin\u00e9 les contours d\u2019une nouvelle g\u00e9opolitique, exacerb\u00e9e par la guerre en Ukraine.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Celui-ci, soumis au vote de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale, visait \u00e0 autoriser ou non d\u2019accorder au pr\u00e9sident ukrainien une d\u00e9rogation lui permettant de substituer sa venue \u00e0 New York par la diffusion d\u2019une vid\u00e9o pr\u00e9-enregistr\u00e9e. L\u2019ambassadeur ukrainien aupr\u00e8s des Nations unies, Serhiy Kyslytsya, a justifi\u00e9 cette proposition en d\u00e9clarant que&#160;: \u00ab&#160;le Pr\u00e9sident \u00e9tant le garant de la souverainet\u00e9 de l&rsquo;Etat et de l&rsquo;int\u00e9grit\u00e9 territoriale de l&rsquo;Ukraine et le commandant en chef des forces arm\u00e9es de l&rsquo;Ukraine selon la constitution ukrainienne [&#8230;] celui-ci doit \u00eatre et est avec l\u2019arm\u00e9e de l\u2019Ukraine&#160;\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-158549' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/09\/19\/a-lassemblee-generale-de-lonu-lukraine-sera-le-principal-sujet-de-division\/#easy-footnote-bottom-1-158549' title='&lt;a href=&quot;https:\/\/www.unmultimedia.org\/tv\/unifeed\/asset\/2933\/2933705\/&quot;&gt;UN \/ GENERAL ASSEMBLY VOTE ZELENSKYY&lt;\/a&gt;, Nations unies, 16 septembre 2022.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/oLb59\/2\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019ambassadeur russe a d\u00e9nonc\u00e9 un \u00ab&#160;traitement sp\u00e9cial&#160;\u00bb accord\u00e9 \u00e0 Kyiv qui conduit \u00e0 \u00ab&#160;oublier que nous avons une \u00e9galit\u00e9 souveraine parmi tous les membres des Nations unies&#160;\u00bb. La d\u00e9cision a finalement \u00e9t\u00e9 adopt\u00e9e avec 101 voix pour, 7 contre et 19 abstentions. Cuba et le Nicaragua sont les deux pays ayant ouvertement vot\u00e9 contre la proposition , tandis qu\u2019ils s\u2019\u00e9taient abstenus lors du vote sur la r\u00e9solution condamnant l\u2019invasion de l\u2019Ukraine, qui a pris place le 2 mars dernier. De la m\u00eame mani\u00e8re, le Br\u00e9sil s\u2019est cette fois-ci abstenu de voter, tandis que l\u2019Inde a vot\u00e9 en faveur.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/3xEBR\/7\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La guerre en Ukraine sera le principal \u00e9l\u00e9ment de division g\u00e9opolitique qui dominera le d\u00e9bat g\u00e9n\u00e9ral annuel de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations unies qui s\u2019ouvre demain, pour une dur\u00e9e de sept jours.
