Il d\u00e9montre ainsi comment les valeurs inscrites \u00e0 l&rsquo;article 2 du trait\u00e9 sur l\u2019Union europ\u00e9enne, notamment la d\u00e9fense de la d\u00e9mocratie et les droits fondamentaux en Hongrie, se sont encore d\u00e9t\u00e9rior\u00e9es depuis 2018 gr\u00e2ce aux \u00ab&#160;efforts d\u00e9lib\u00e9r\u00e9s et syst\u00e9matiques du gouvernement hongrois&#160;\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-157962' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/09\/15\/la-hongrie-ne-peut-plus-etre-consideree-comme-une-democratie-selon-le-parlement-europeen\/#easy-footnote-bottom-2-157962' title='&lt;a href=&quot;https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220909IPR40137\/meps-hungary-can-no-longer-be-considered-a-full-democracy&quot;&gt;MEPs&amp;#160;: Hungary can no longer be considered a full democracy&lt;\/a&gt;, Parlement europ\u00e9en, 15 septembre 2022.'><sup>2<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le Parlement europ\u00e9en, par l\u2019adoption de ce rapport, condamne ces efforts et exige des r\u00e9sultats dans le cadre du processus de l&rsquo;article 7. Les principaux domaines concern\u00e9s sont le fonctionnement du syst\u00e8me \u00e9lectoral hongrois, l&rsquo;ind\u00e9pendance de son pouvoir judiciaire, les conflits d&rsquo;int\u00e9r\u00eats et les libert\u00e9s fondamentales (libert\u00e9 d&rsquo;expression, religieuse, associative). Le droit \u00e0 l&rsquo;\u00e9galit\u00e9 de traitement est aussi remis en cause, y compris les droits des personnes LGBTIQ, des minorit\u00e9s et des migrants.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/K4OfV\/3\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le Parlement a aussi reconnu sa part de responsabilit\u00e9 dans la d\u00e9gradation des libert\u00e9s et des droits d\u00e9mocratiques en Hongrie. Selon le texte adopt\u00e9, l\u2019inaction de l&rsquo;UE a contribu\u00e9 \u00e0 l&rsquo;\u00e9mergence en Hongrie d\u2019un \u00ab&#160;r\u00e9gime hybride d&rsquo;autocratie \u00e9lectorale&#160;\u00bb, c&rsquo;est-\u00e0-dire un syst\u00e8me constitutionnel dans lequel des \u00e9lections ont bien lieu, mais o\u00f9 le respect des normes et des standards d\u00e9mocratiques est absent, selon les d\u00e9put\u00e9s europ\u00e9en.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le Parlement a appel\u00e9 \u00e0 une prise de conscience de la Commission europ\u00e9enne sur les outils \u00e0 sa disposition pour d\u00e9fendre les valeurs europ\u00e9ennes. Outre l\u2019usage de l\u2019article 7, le Parlement a appel\u00e9 la Commission \u00e0 repousser l\u2019approbation du plan de relance hongrois dans le cadre du paquet <em>NextGenerationEU<\/em>, exclure des financements les programmes de coh\u00e9sion qui contribuent \u00e0 un mauvais usage des fonds europ\u00e9ens et \u00e0 renforcer la lutte contre toute utilisation abusive des fonds de l&rsquo;UE \u00e0 des fins politiques.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>D\u00e8s dimanche, la Commission europ\u00e9enne pourrait prendre des mesures quant aux manquements du respect de l\u2019\u00c9tat de droit en Hongrie en r\u00e9duisant le montant des fonds europ\u00e9ens allou\u00e9s \u00e0 Budapest, jusqu&rsquo;\u00e0 ce que le pays se conforme aux recommandations de l&rsquo;UE et aux d\u00e9cisions de justice.
