Ce projet de Constitution r\u00e9pond \u00e0 plusieurs th\u00e9matiques qui avaient \u00e9merg\u00e9 lors des <a href=\"https:\/\/legrandcontinent.eu\/fr\/2019\/11\/14\/le-printemps-chilien-la-fin-du-modele-neoliberal\/\">importantes manifestations qui avaient \u00e9clat\u00e9 en octobre 2019<\/a>, faisant suite \u00e0 l\u2019augmentation du prix des tickets de m\u00e9tro.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Compos\u00e9 de 388 articles qui concernent principalement la garantie par la Constitution de nouveaux droits sociaux, ce texte s\u2019attaque \u00e0 un nombre important de points jusqu\u2019alors vecteurs de tensions comme les droits et la reconnaissance officielle des populations autochtones, le co\u00fbt de l\u2019enseignement, la parit\u00e9 homme-femme au sein du gouvernement ou bien l\u2019acc\u00e8s des individus \u00e0 l\u2019eau&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-147529' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/07\/05\/lassemblee-constituante-chilienne-a-remis-son-projet-de-constitution-a-gabriel-boric\/#easy-footnote-bottom-1-147529' title='&lt;a href=&quot;https:\/\/s3.amazonaws.com\/gobcl-prod\/public_files\/Campa%C3%B1as\/Chile-Vota-Informado\/Propuesta_de_la_Nueva_Constituci%C3%B3n.pdf&quot;&gt;Constituci\u00f3n Pol\u00edtica de la Rep\u00fablica de Chile 2022&lt;\/a&gt;.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Issu de la gauche, Gabriel Boric est non seulement le pr\u00e9sident le plus jeune de l\u2019histoire du pays, mais il conteste \u00e9galement grandement le mod\u00e8le n\u00e9olib\u00e9ral <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/12\/21\/gabriel-boric-mettra-t-il-fin-au-modele-neoliberal-chilien\/\">qu\u2019il pr\u00e9sentait comme allant devenir \u00ab&#160;le tombeau du pays&#160;\u00bb<\/a>, lors de sa campagne pr\u00e9sidentielle. En accord avec son agenda socialiste, Boric entend \u00e9galement accorder une place plus importante \u00e0 l\u2019\u00c9tat, au d\u00e9triment des acteurs priv\u00e9s, notamment pour favoriser la transition \u00e9nerg\u00e9tique et la protection environnementale&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-147529' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/07\/05\/lassemblee-constituante-chilienne-a-remis-son-projet-de-constitution-a-gabriel-boric\/#easy-footnote-bottom-2-147529' title='&amp;nbsp;Lucinda Elliott, \u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.ft.com\/content\/25a20fc7-ae6e-4fe7-82a4-26635b3e96b8&quot;&gt;Draft Chile constitution puts environment and indigenous rights at its core&lt;\/a&gt;&amp;#160;\u00bb, &lt;em&gt;The Financial Times&lt;\/em&gt;, 4 juillet 2022.'><sup>2<\/sup><\/a><\/span><\/span>.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/0yWUC\/4\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Pour le moment, des sondages indiquent que le projet de Constitution n\u2019obtiendrait pas l\u2019approbation du peuple chilien. Ceux qui sont en faveur per\u00e7oivent ce nouveau texte comme une mani\u00e8re de surmonter les m\u0153urs h\u00e9rit\u00e9es de la dictature de Pinochet, d\u00e9sormais d\u00e9pass\u00e9es. \u00c0 l\u2019inverse, une partie de la population et de la sc\u00e8ne politique chilienne voit ce projet d\u2019un \u0153il sceptique, le texte ayant \u00e9t\u00e9 qualifi\u00e9 comme trop radical et \u00e9tatique par une frange du centre-droit et de la droite.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>En mai dernier, lors de l\u2019\u00e9lection des membres composant l\u2019assembl\u00e9e constituante charg\u00e9e de la r\u00e9daction de cette nouvelle Constitution, <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/05\/29\/2021-au-chili-une-boussole-politique-pour-le-monde\/\">nous avions interrog\u00e9 plusieurs personnalit\u00e9s des mondes universitaire et politique<\/a> afin d\u2019esquisser quelques perspectives pour le Chili.
