Certains accords \u2014 que l\u2019on nomme accords mixtes \u2014 ne sont toutefois entr\u00e9s en vigueur que partiellement, comme celui du CETA avec le Canada, car ils n\u2019ont pas encore \u00e9t\u00e9 ratifi\u00e9s par tous les Parlements nationaux et r\u00e9gionaux des \u00c9tats membres de l\u2019Union.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/TYTu5\/5\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Alors que l\u2019UE et l\u2019Inde n\u00e9gocient depuis plusieurs ann\u00e9es un nouvel accord de libre-\u00e9change, les discussions \u00e9taient au point mort depuis 2013, apr\u00e8s avoir commenc\u00e9 d\u00e8s 2006. Mais ce sont surtout les voyages successifs de <a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/04\/26\/rapprochement-entre-ue-et-inde-sous-fond-de-guerre-en-ukraine\/\">Von Der Leyen en Inde<\/a> en avril et du Premier ministre indien<a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/05\/02\/narendra-modi-a-berlin-vers-la-fin-de-lambiguite-strategique\/\"> Narendra Modi en Europe<\/a> en mai dernier qui ont relanc\u00e9 le processus.&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/vvVCi\/2\/ \" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Pour l\u2019Union, le rapprochement avec l\u2019Inde doit permettre de d\u00e9tourner celle-ci de la Russie, alors que <a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/04\/08\/trois-cartes-pour-comprendre-le-bouleversement-geopolitique-que-constitue-la-guerre-en-ukraine\/\">New Delhi n\u2019a pas vot\u00e9 pour condamner la Russie le 2 mars dernier \u00e0 l\u2019Assembl\u00e9e g\u00e9n\u00e9rale de l\u2019ONU<\/a>, et que les importations indiennes de p\u00e9trole russe ont fortement augment\u00e9 depuis le d\u00e9but de l\u2019ann\u00e9e, atteignant plus de 800 000 barils par jour au mois de mai \u2014 ce qui repr\u00e9sente environ 16&#160;% des importations indiennes de p\u00e9trole.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/3xEBR\/6\/ \" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Mais pour les deux parties, il s\u2019agit aussi de s\u2019extraire d\u2019une trop grande d\u00e9pendance \u00e9conomique vis-\u00e0-vis de la Chine. P\u00e9kin est devenu le premier partenaire commercial de l\u2019Union en 2020 \u2014 585 milliards de dollars d&rsquo;\u00e9changes, soit 31 milliards de plus que les \u00c9tats-Unis sur la m\u00eame ann\u00e9e \u2014, mais l\u2019Union est fortement d\u00e9ficitaire avec 181 milliards de dollars d&rsquo;exportations de moins que celles de la Chine. P\u00e9kin est \u00e9galement l&rsquo;un des premiers partenaires commerciaux de l\u2019Inde, le march\u00e9 chinois \u00e9tant le troisi\u00e8me march\u00e9 pour les exportations indiennes, et le premier pour les importations.\u00a0<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/GPzYq\/3\/ \" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>L\u2019Inde d\u00e9veloppe depuis le d\u00e9but de l\u2019ann\u00e9e une diplomatie commerciale intense visant \u00e0 se d\u00e9tourner de la Chine. Outre ces n\u00e9gociations d\u2019accord de libre-\u00e9change avec l\u2019Union, l\u2019Inde esp\u00e8re conclure un accord commercial avec le Royaume-Uni avant la fin de l\u2019ann\u00e9e 2022, et a d\u00e9j\u00e0 sign\u00e9 deux nouveaux accords commerciaux avec les \u00c9mirats arabes unis \u2014 quatri\u00e8me partenaire commercial de l\u2019Inde en 2020 \u2014 et l\u2019Australie au d\u00e9but de l\u2019ann\u00e9e.\u00a0<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Ce nouvel accord de libre-\u00e9change, qui doit \u00eatre conclu avant la fin de l\u2019ann\u00e9e 2023, constituera \u00e9galement un test pour les nouvelles r\u00e8gles europ\u00e9ennes li\u00e9es au d\u00e9veloppement durable dans les accords commerciaux. Dans la nouvelle approche pr\u00e9sent\u00e9e le 23 juin dernier par Valdis Dombrovskis, le vice-pr\u00e9sident ex\u00e9cutif de la Commission, l\u2019UE a d\u00e9voil\u00e9 un nouveau m\u00e9canisme de mise en \u0153uvre des chapitres pr\u00e9sents dans les accords commerciaux portant sur le commerce et le d\u00e9veloppement durable (CDD).
