{"id":145800,"date":"2022-06-24T17:58:30","date_gmt":"2022-06-24T15:58:30","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=145800"},"modified":"2023-07-11T00:28:59","modified_gmt":"2023-07-10T22:28:59","slug":"le-conseil-et-les-balkans-occidentaux","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2022\/06\/24\/le-conseil-et-les-balkans-occidentaux\/","title":{"rendered":"Le Conseil et les Balkans occidentaux"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li>Lors de sa conf\u00e9rence de presse sur les priorit\u00e9s de la pr\u00e9sidence fran\u00e7aise du Conseil du 9 d\u00e9cembre 2021, le pr\u00e9sident Macron a annonc\u00e9 l&rsquo;organisation d&rsquo;une conf\u00e9rence pour les Balkans occidentaux, dont l&rsquo;objectif \u00e9tait de montrer le r\u00e9engagement de l&rsquo;Union dans la r\u00e9gion, notamment sur les questions d&rsquo;\u00e9conomie, de transition \u00e9nerg\u00e9tique et de mobilit\u00e9.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cependant, dans le contexte de la guerre en Ukraine, l&rsquo;objectif de la rencontre qui a eu lieu hier, en amont du Conseil, \u00e9tait surtout de lever le veto de la Bulgarie \u00e0 l&rsquo;ouverture des n\u00e9gociations d&rsquo;adh\u00e9sion avec la Mac\u00e9doine du Nord, ce qui aurait \u00e9galement permis l&rsquo;ouverture des n\u00e9gociations avec l&rsquo;Albanie. Dans un premier temps, la lev\u00e9e du veto, que le gouvernement bulgare \u00e9tait pr\u00eat mettre en \u0153uvre, a \u00e9t\u00e9 mise en p\u00e9ril par le vote de confiance qui a eu lieu mercredi. Dans un second temps, le Parlement bulgare a finalement accept\u00e9 de voter ce vendredi en faveur d\u2019une lev\u00e9e du veto, en raison d\u2019un changement de position du principal parti d\u2019opposition, GERB (Citoyens pour le d\u00e9veloppement europ\u00e9en de la Bulgarie). Emmanuel Macron a d\u00e9clar\u00e9 que \u00ab&#160;la pr\u00e9sidence fran\u00e7aise du Conseil travaillera dans les prochaines heures pour traduire ce texte en un accord au niveau europ\u00e9en&#160;\u00bb.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Selon le compromis propos\u00e9, Skopje doit s\u2019engager \u00e0 modifier sa Constitution pour inclure les Bulgares dans les groupes ethniques reconnus par la Mac\u00e9doine du Nord et mettre en place un trait\u00e9 d\u2019amiti\u00e9 de 2017 visant \u00e0 supprimer les discours de haine. Les contentieux restent cependant nombreux et le premier ministre mac\u00e9doinien, Dimitar Kovachevski, jugeait encore hier inacceptable cette forme de compromis. <a href=\"https:\/\/legrandcontinent.eu\/fr\/2019\/01\/27\/differend-greco-macedonien-la-route-est-libre-vers-la-macedoine-du-nord\/\">La Mac\u00e9doine du Nord avait d\u00e9j\u00e0 d\u00fb satisfaire les exigences de la Gr\u00e8ce et changer de nom en 2018<\/a> pour esp\u00e9rer int\u00e9grer l\u2019Union.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019obtention en moins de quatre mois, du statut de candidat officiel \u00e0 l\u2019adh\u00e9sion de l\u2019Ukraine et de la Moldavie suscite malentendus et incompr\u00e9hensions. La Serbie et le Mont\u00e9n\u00e9gro avaient respectivement attendu trois ans (2009-2012) et deux ans (2008-2010) avant d\u2019obtenir le statut de candidat officiel. Le processus de n\u00e9gociations peine toujours \u00e0 avancer, alors que la promesse europ\u00e9enne d\u2019\u00e9largissement aux Balkans leur a \u00e9t\u00e9 faite d\u00e8s 2003, lors du sommet de Thessalonique&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-145800' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/06\/24\/le-conseil-et-les-balkans-occidentaux\/#easy-footnote-bottom-2-145800' title='&amp;nbsp;Commission europ\u00e9enne, &lt;a href=&quot;https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/fr\/PRES_03_163&quot;&gt;Sommet UE Balkans occidentaux Thessalonique&lt;\/a&gt;, 21 juin 2003'><sup>2<\/sup><\/a><\/span><\/span>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Par ailleurs, la Serbie et le Mont\u00e9n\u00e9gro voient leurs n\u00e9gociations au point mort, avec seulement&nbsp; 2 chapitres sur 35 de n\u00e9gociations cl\u00f4tur\u00e9s pour la Serbie et 3 sur 33 pour le Mont\u00e9n\u00e9gro.
