Un \u00e9change de vues sur les questions politiques, \u00e9conomiques et commerciales (notamment les r\u00e9formes internes, l&rsquo;\u00c9tat de droit et les droits de l&rsquo;homme, le commerce r\u00e9gional) et sur la coop\u00e9ration a \u00e9galement eu lieu au cours du Sommet.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Dans un r\u00e9cent rapport, le Conseil de l\u2019Europe pointait du doigt le niveau de corruption tr\u00e8s \u00e9lev\u00e9 au Kazakhstan et le fait que le pays, dirig\u00e9 par le pr\u00e9sident Kassym Jomart-Tokayev, avait besoin de contre-pouvoirs plus forts ainsi que d\u2019une soci\u00e9t\u00e9 civile plus active&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-145171' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote note-digits-1'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/06\/20\/conseil-de-cooperation-entre-lunion-et-le-kazakhstan\/#easy-footnote-bottom-2-145171' title='&lt;a href=&quot;https:\/\/rm.coe.int\/premier-et-deuxieme-cycles-d-evaluation-conjoints-rapport-d-evaluation\/1680a6e277&quot;&gt;Premier et Deuxi\u00e8me Cycles d\u2019\u00c9valuation Conjoints. Tokayev est devenu pr\u00e9sident du Kazakhstan en 2019, apr\u00e8s pr\u00e8s 29 ans de r\u00e8gne du pr\u00e9sident Noursoultan Nazarba\u00efev, pr\u00e9sident depuis l\u2019ind\u00e9pendance du pays en 1991. Form\u00e9 au MGIMO de Moscou entre 1970 et 1975, le pr\u00e9sident kazakh a ensuite int\u00e9gr\u00e9 le minist\u00e8re des Affaires \u00e9trang\u00e8res sovi\u00e9tique au sein duquel il a \u00e9t\u00e9 en poste \u00e0 l\u2019ambassade de Singapour puis de P\u00e9kin.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Les d\u00e9l\u00e9gations ont abord\u00e9 l&rsquo;\u00e9volution de la situation et la coop\u00e9ration aux niveaux r\u00e9gional et international, y compris en mati\u00e8re de s\u00e9curit\u00e9. Quelques mois auparavant, le 6 janvier dernier, le pr\u00e9sident kazakh avait fait appel \u00e0 3000 soldats de l\u2019Organisation du trait\u00e9 de s\u00e9curit\u00e9 collective (OTSC) \u2014 une alliance militaire regroupant la Russie et cinq autres ex-r\u00e9publiques sovi\u00e9tiques \u2014 afin de r\u00e9primer des manifestations contre la hausse des prix du carburant&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-145171' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote note-digits-1'><a href='https:\/\/legrandcontinent.eu\/fr\/2022\/06\/20\/conseil-de-cooperation-entre-lunion-et-le-kazakhstan\/#easy-footnote-bottom-3-145171' title='Dan Bilefsky, \u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.nytimes.com\/2022\/01\/05\/world\/asia\/kazakhstan-protests.html&quot;&gt;Revolt in Kazakhstan&amp;#160;: What\u2019s Happening, and Why It Matters&lt;\/a&gt;&amp;#160;\u00bb, &lt;em&gt;The New York Times&lt;\/em&gt;, 5 janvier 2022.'><sup>3<\/sup><\/a><\/span><\/span>.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/Zv86g\/2\/ \" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>N\u00e9anmoins, le Kazakhstan, bien qu\u2019<a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/04\/08\/trois-cartes-pour-comprendre-le-bouleversement-geopolitique-que-constitue-la-guerre-en-ukraine\/\">il se soit abstenu \u00e0 l\u2019ONU lors du vote condamnant l\u2019agression militaire de la Russie contre l\u2019Ukraine<\/a> et n\u2019ait pas voulu voter pour la suspension de la Russie de Conseil des droits de l\u2019homme de l\u2019ONU, a occup\u00e9 une position d\u2019\u00e9quilibriste en ne s\u2019alignant pas compl\u00e8tement sur Moscou \u2014 le pays n\u2019a pas reconnu l\u2019ind\u00e9pendance des r\u00e9publiques s\u00e9paratistes de Lougansk et de Donetsk, reconnue par la Russie le 21 f\u00e9vrier, soit trois jours avant le d\u00e9but de la guerre en Ukraine. De m\u00eame, plusieurs manifestations en soutien de l\u2019Ukraine se sont d\u00e9roul\u00e9es au Kazakhstan, pays qui compte plus de 20&#160;% de russophones dans sa population \u2014 soit une proportion assez proche de celle de l&rsquo;Ukraine. Si le Kazakhstan fait partie de l\u2019Union \u00e9conomique eurasiatique avec la Russie et d\u2019autres ex-r\u00e9publiques sovi\u00e9tiques d\u2019Asie Centrale (Arm\u00e9nie, Bi\u00e9lorussie et Kirghizistan), il est \u00e9galement membre de l\u2019Organisation de coop\u00e9ration de Shanga\u00ef (OCS), o\u00f9 la Chine, l\u2019Inde, le Pakistan sont pr\u00e9sents, au m\u00eame titre que la Russie.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>\u00c0 l\u2019issue de la r\u00e9union du Conseil de coop\u00e9ration Union-Kazakhstan, Catherine Colonna a rappel\u00e9 la position europ\u00e9enne de soutien \u00e0 l\u2019int\u00e9grit\u00e9 territoriale de l\u2019Ukraine avant de saluer les prises de positions constructives du Kazakhstan depuis le d\u00e9but de cette crise, y compris pour ne pas att\u00e9nuer \u00ab&#160;les effets des sanctions contre la Russie&#160;\u00bb. La ministre a par la suite soulign\u00e9 que les deux parties \u00e9taient pr\u00eates \u00e0 coop\u00e9rer dans le domaine de l\u2019\u00e9nergie et du r\u00e9chauffement climatique, ainsi que sur la construction du corridor transcaspien.
