Addis-Abeba<\/em>. Lors du 30\u00e8me Sommet de l\u2019Union africaine qui s\u2019est tenu les 28 et 29 Janvier 2018, l\u2019Assembl\u00e9e des Chefs d\u2019\u00c9tat de l\u2019Union africaine (UA) a investi Paul Kagame comme pr\u00e9sident pour l\u2019ann\u00e9e de 2018 et a \u00e9galement vot\u00e9 pour son successeur en 2019. La pr\u00e9sidence tournante de l\u2019Union sera ainsi exerc\u00e9e par le pr\u00e9sident \u00e9gyptien Abdel Fattah al-Sissi.<\/p>\n\n\n\n

Paul Kagame a imprim\u00e9 sa marque sur l\u2019UA. Il \u00e9tait en charge des r\u00e9formes de l\u2019UA depuis 2016 et il a organis\u00e9 quatre sommets (dont deux extraordinaires en 2018) portant en grande partie sur les r\u00e9formes institutionnelles. Pendant sa pr\u00e9sidence, nombre de ses propositions se sont concr\u00e9tis\u00e9es, comme la taxe de 0,2 % sur les importations pour le financement de l\u2019UA <\/span>1<\/sup><\/a><\/span><\/span> . En revanche, si al-Sissi m\u00e8ne une politique africaine active, il semble porter un int\u00e9r\u00eat moindre \u00e0 l\u2019Union que son pr\u00e9d\u00e9cesseur. En effet, l\u2019\u00c9gypte est l\u2019un des pays moins actifs et a m\u00eame \u00e9t\u00e9 suspendu de l\u2019Organisation un an apr\u00e8s le coup d\u2019\u00c9tat qui a men\u00e9 Al-Sissi \u00e0 la pr\u00e9sidence \u00e9gyptienne.<\/p>\n\n\n\n

Avec ce changement \u00e0 la pr\u00e9sidence, l\u2019Union risque de perdre l\u2019\u00e9lan imprim\u00e9 en 2018. Ceci devrait satisfaire les chefs d\u2019\u00c9tat qui voyaient les r\u00e9formes propos\u00e9es par Paul Kagame comme une atteinte \u00e0 leur souverainet\u00e9. A l\u2019inverse, al-Sissi va lui plut\u00f4t se concentrer sur l\u2019aspect s\u00e9curitaire et la reconstruction post-conflit. Dans cette perspective, le pr\u00e9sident \u00e9gyptien a organis\u00e9 les 8 et 9 d\u00e9cembre derniers le Africa Forum 2018 avec par th\u00e8me \u00ab Business for Africa and the World \u00bb, o\u00f9 il a notamment d\u00e9fendu les investissements dans l’infrastructure r\u00e9gionale. Un moyen selon lui pour am\u00e9liorer l\u2019int\u00e9gration du continent et ainsi mieux profiter de la zone de libre \u00e9change continentale cr\u00e9\u00e9e en mars 2018.<\/p>\n\n\n\n
