Le parti sortant, le Partido Acci\u00f3n Ciudadana (PAC), a \u00e9t\u00e9 massivement battu avec moins de 1&#160;% des voix.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Avec 52,85&#160;% des voix, Rodrigo Chaves a remport\u00e9 le second tour et entrera officiellement en fonction en tant que pr\u00e9sident le 8 mai prochain. Cependant, la repr\u00e9sentation de son parti au Parlement est d&rsquo;environ 17,5&#160;%, alors que celle du PNL repr\u00e9sente plus de 50&#160;% de la Chambre. Ainsi, les accords et les pactes seront une dimension insurmontable de ce nouveau gouvernement. En effet, dans ses premiers discours publics, le pr\u00e9sident nouvellement \u00e9lu a d\u00e9j\u00e0 appel\u00e9 \u00e0 l\u2019entente politique entre les partis.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Rodrigo Chaves est un \u00e9conomiste de 60 ans dont la carri\u00e8re politique au Costa Rica est r\u00e9cente. En 2019, il est nomm\u00e9 ministre des Finances, sous le gouvernement de Carlos Alvarado. Et, apr\u00e8s quelques d\u00e9saccords avec ce dernier, il a finalement d\u00e9missionn\u00e9 de son poste en mai 2020, entamant sa candidature \u00e0 la pr\u00e9sidence du Costa Rica pour le PPSD. Sa campagne \u00e9lectorale a tourn\u00e9 autour du concept de changement, se pr\u00e9sentant comme l&rsquo;alternative et la solution \u00e0 la corruption institutionnelle. Il a \u00e9galement promis la d\u00e9mocratisation du pouvoir, en mettant fin \u00e0 la situation privil\u00e9gi\u00e9e des groupes puissants et en favorisant les moins privil\u00e9gi\u00e9s. Si ces discours ont pu \u00eatre qualifi\u00e9s de populistes par certains sp\u00e9cialistes, il est aussi important de rappeler qu&rsquo;il a fait l\u2019objet de plusieurs plaintes pour harc\u00e8lement sexuel, ce qui l&rsquo;a oblig\u00e9 \u00e0 quitter son poste de fonctionnaire \u00e0 la Banque mondiale.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Pendant le processus \u00e9lectoral, le climat social pr\u00e9dominant au Costa Rica \u00e9tait celui de la d\u00e9saffection politique. Au premier tour, l&rsquo;abstention a atteint 40&#160;%, tout comme au second tour, qui a m\u00eame \u00e9t\u00e9 l\u00e9g\u00e8rement sup\u00e9rieur avec 42,85&#160;%.&nbsp; En outre, les \u00e9lections ont \u00e9t\u00e9 marqu\u00e9es par des frictions et des pol\u00e9miques entre les candidats et leurs partisans.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Malgr\u00e9 la pr\u00e9dominance des affrontements, ainsi que des critiques de la presse, Rodrigo Chaves a expos\u00e9, quoique tr\u00e8s succinctement, les lignes directrices du nouveau gouvernement, qui comprennent des mesures \u00e9conomiques telles que la stimulation de l&rsquo;activit\u00e9 commerciale, l&rsquo;attraction des investissements, le soutien aux secteurs moins d\u00e9velopp\u00e9s du pays et l&rsquo;all\u00e8gement des charges sociales.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Le pays traverse actuellement une p\u00e9riode difficile, en raison d&rsquo;une dette \u00e9norme, de l&rsquo;effondrement du syst\u00e8me social, des in\u00e9galit\u00e9s, de la criminalit\u00e9 et de la crise post-pand\u00e9mie.
