{"id":134804,"date":"2022-03-23T09:00:00","date_gmt":"2022-03-23T08:00:00","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=134804"},"modified":"2022-03-23T14:20:25","modified_gmt":"2022-03-23T13:20:25","slug":"vers-un-programme-dachat-commun-de-gaz-au-niveau-europeen","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2022\/03\/23\/vers-un-programme-dachat-commun-de-gaz-au-niveau-europeen\/","title":{"rendered":"Vers un programme d\u2019achat commun de gaz au niveau europ\u00e9en"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li>Le 8 mars dernier, la Commission europ\u00e9enne avait d\u00e9j\u00e0 pr\u00e9sent\u00e9 un plan \u00e9nerg\u00e9tique, visant \u00e0 se passer de deux tiers des importations russes d\u2019hydrocarbure avant la fin de l\u2019ann\u00e9e. Le plan misait sur la diversification des importations \u00e9nerg\u00e9tiques, le d\u00e9veloppement plus massif des \u00e9nergies renouvelables, la construction de terminaux pour l&rsquo;importation de gaz naturel liqu\u00e9fi\u00e9 (GNL) et une plus grande sobri\u00e9t\u00e9 \u00e9nerg\u00e9tique.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Le 23 mars, la Commission devrait annoncer un nouveau plan qui pourrait viser la mise en place d\u00e8s cette ann\u00e9e d\u2019un programme d\u2019achat commun de gaz comme elle l\u2019a fait lors de l\u2019achat en 2021 des vaccins contre le Covid-19. Elle devrait aussi proposer une nouvelle l\u00e9gislation qui obligerait les \u00c9tats membres \u00e0 faire monter leurs r\u00e9serves de gaz \u00e0 au moins 80\u202f&#160;% avant le 1er octobre de chaque ann\u00e9e. En moyenne, les capacit\u00e9s de stockage de l\u2019Union ne sont actuellement remplies qu\u2019\u00e0 seulement 26\u202f&#160;%.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Plusieurs options seront discut\u00e9es lors du Conseil europ\u00e9en des 24 et 25 mars,&nbsp; pour aider les m\u00e9nages \u00e0 faire face \u00e0 la flamb\u00e9e des prix de l\u2019\u00e9nergie. Rassembl\u00e9s <a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/03\/10\/debut-du-sommet-de-versailles\/\">en sommet informel \u00e0 Versailles les 11 et 12 mars<\/a>, les dirigeants europ\u00e9ens avaient souhait\u00e9 pr\u00e9parer le terrain \u00ab&#160;pour limiter l&rsquo;effet de contagion des prix du gaz aux prix de l&rsquo;\u00e9lectricit\u00e9&#160;\u00bb. Des plafonnements temporaires de prix font partie des options sur la table. Le premier ministre espagnol, Pedro Sanchez, a fait une tourn\u00e9e des capitales europ\u00e9ennes pour d\u00e9fendre cette id\u00e9e. Mais si la France, la Gr\u00e8ce, l&rsquo;Italie, le Portugal et la Belgique soutiennent cette proposition, l\u2019Allemagne, le Danemark, les Pays-Bas, la Su\u00e8de et la Finlande s\u2019y opposent.&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/4PEyZ\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Alors que la guerre en Ukraine entre dans son deuxi\u00e8me mois, l\u2019hypoth\u00e8se d\u2019un embargo europ\u00e9en sur les importations d\u2019hydrocarbures russes \u2013&nbsp;selon le mod\u00e8le de celui annonc\u00e9 par Washington le 8 mars \u2013 n\u2019est pas totalement \u00e9cart\u00e9e, mais elle semble compromise par la trop grande d\u00e9pendance \u00e9nerg\u00e9tique envers la Russie de certains \u00c9tats membres dont l\u2019Allemagne. Le Premier ministre polonais, Mateusz Morawiecki, est le plus grand d\u00e9fenseur de cette id\u00e9e, le gouvernement polonais ayant pr\u00e9sent\u00e9 le 18 mars, un plan pour \u201cd\u00e9russifier\u201d l\u2019\u00e9conomie polonaise.
