{"id":13475,"date":"2019-03-17T22:58:56","date_gmt":"2019-03-17T21:58:56","guid":{"rendered":"https:\/\/lldl.eu\/?p=13475"},"modified":"2019-04-06T10:20:25","modified_gmt":"2019-04-06T08:20:25","slug":"litalie-sera-t-elle-le-nouveau-cheval-de-troie-de-la-chine","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2019\/03\/17\/litalie-sera-t-elle-le-nouveau-cheval-de-troie-de-la-chine\/","title":{"rendered":"L\u2019Italie sera-t-elle le nouveau cheval de Troie de la Chine&#160;?"},"content":{"rendered":"\n<p><em>Rome.<\/em> Avant d\u2019\u00eatre nomm\u00e9 secr\u00e9taire d\u2019Etat au d\u00e9veloppement \u00e9conomique, Michele Geraci expliquait sur son site personnel (<strong>2<\/strong>) la capacit\u00e9 de la Chine \u00e0 tirer avantage des sp\u00e9cificit\u00e9s du march\u00e9 commun europ\u00e9en.<\/p>\n\n\n\n<p>En particulier, Geraci parlait (en avril 2018) de strat\u00e9gie du cheval de Troie \u00e0 propos du choix de la Hongrie de ne pas s\u2019aligner sur les autres membres de l\u2019Union pour condamner le projet de la nouvelle route de la soie.<\/p>\n\n\n\n<p>En pr\u00eatant main forte \u00e0 un pays europ\u00e9en en difficult\u00e9 (comme la Gr\u00e8ce au moment de l\u2019acquisition du port du Pir\u00e9e), P\u00e9kin se serait \u00e0 la fois assur\u00e9 au moins constamment un \u00ab&#160;protecteur&#160;\u00bb \u00e0 Bruxelles et aurait emp\u00each\u00e9 l\u2019Europe de faire bloc contre ses projets.<\/p>\n\n\n\n<p>\u00ab&#160;Attention&#160;! \u2013 faisait remarquer Geraci par ailleurs \u2013 si un pays, en l\u2019occurrence la Hongrie, est libre d\u2019accepter au moins un investissement chinois sur son propre territoire, les marchandises produites dans ce pays par des entreprises chinoises seront \u00ab&#160;Made in UE&#160;\u00bb et donc pourront d\u00e9sormais circuler librement dans les 27 autres pays.&#160;\u00bb<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/lldl.eu\/wp-content\/uploads\/2019\/03\/IMG_0146-1-1000x741.jpg\" alt=\"\" class=\"wp-image-13494\" \/><\/figure><\/div>\n\n\n\n<p>La signature prochaine du m\u00e9morandum d\u2019accord entre l\u2019Italie et la Chine (<strong>1)<\/strong> marque une nouvelle avanc\u00e9e de la p\u00e9n\u00e9tration commerciale et politique chinoise en Occident. En effet, si l\u2019Italie est d\u00e9j\u00e0 le quatorzi\u00e8me membre de l\u2019Union Europ\u00e9enne \u00e0 signer un m\u00e9morandum pour la route de la soie, c\u2019est le premier Etat de cette envergure \u00e0 conclure ce type d\u2019accord avec la Chine&#160;: le seul, comme beaucoup l\u2019ont not\u00e9, \u00e0 faire partie du G7. D\u2019o\u00f9 une r\u00e9action bien plus virulente de la part de Washington que lors des accords conclus avec la Croatie ou bien le Portugal.<\/p>\n\n\n\n<p>Si l\u2019image du cheval de Troie n\u2019est peut-\u00eatre pas la plus adapt\u00e9e pour d\u00e9crire la strat\u00e9gie actuelle de la Chine en Europe (dans la mesure o\u00f9 les principaux accords pour la route de la soie sont surtout \u00e0 un stade avanc\u00e9 dans la partie orientale du continent) elle peut en effet se r\u00e9v\u00e9ler utile pour d\u00e9crire l\u2019implication de P\u00e9kin dans le grand jeu g\u00e9opolitique occidental.
