Le Caucase a \u00e9t\u00e9 mercredi le th\u00e9\u00e2tre d&rsquo;un int\u00e9ressant jeu de chaises musicales.<\/p>\n\n\n\n<p>En Azerba\u00efdjan, le pr\u00e9sident Aliyev a \u00e9t\u00e9 reconduit \u00e0 son poste d\u00e8s le premier tour au terme d&rsquo;une \u00e9lection sans surprise. Malgr\u00e9 tous ses efforts pour asseoir la l\u00e9gitimit\u00e9 du processus \u00e9lectoral \u00e0 l&rsquo;international, le rapport final des observateurs de l&rsquo;OSCE (Organisation pour la S\u00e9curit\u00e9 et la Coop\u00e9ration en Europe) est sans appel. Il critique le muselage de l&rsquo;opposition qui a pr\u00e9c\u00e9d\u00e9 la campagne \u00e9lectorale, et rel\u00e8ve de multiples cas de fraudes dans tout le pays.<\/p>\n\n\n\n<p>En Arm\u00e9nie, l&rsquo;ancien pr\u00e9sident Serge Sargsian (connu pour son positionnement pro-russe), arriv\u00e9 au terme de son deuxi\u00e8me mandat, vient de se faire nommer premier ministre au gr\u00e9 d&rsquo;un tour de passe-passe poutinien. Dans l&rsquo;impossibilit\u00e9 l\u00e9gale de se repr\u00e9senter, il a modifi\u00e9 la constitution par r\u00e9f\u00e9rendum en 2015 pour concentrer les pouvoirs entre les mains du premier ministre, ce qui lui permet de continuer \u00e0 diriger le pays tout en sauvant les apparences.<\/p>\n\n\n\n<p>Il y a donc peu d&rsquo;espoir de nouvelles avanc\u00e9es dans le r\u00e8glement du conflit du Haut-Karabagh. Le groupe de Minsk (entit\u00e9 de l&rsquo;OSCE en charge du conflit du Haut-Karabagh), charg\u00e9 des n\u00e9gociations, avait arrach\u00e9 en f\u00e9vrier la promesse de nouveaux pourparlers au terme des \u00e9lections crois\u00e9es dans les deux pays.
