Alors que des accords de partenariat et de coop\u00e9ration bilat\u00e9rale Ukraine-Union ont \u00e9t\u00e9 sign\u00e9s depuis 1994, l\u2019Ukraine n\u2019a conclu qu\u2019en 2014 un Accord d\u2019association avec Bruxelles, entr\u00e9 en vigueur en 2017. Il pr\u00e9voit notamment la coop\u00e9ration dans le domaine \u00e9conomique, commercial, mais aussi une certaine convergence des l\u00e9gislations et normes.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Si tout pays respectant les valeurs \u00e9nonc\u00e9es \u00e0 l\u2019Article 2 du Trait\u00e9 sur l\u2019Union europ\u00e9enne \u2013 dignit\u00e9 humaine, libert\u00e9, d\u00e9mocratie, \u00e9galit\u00e9, \u00c9tat de droit, respect des droits de l&rsquo;homme \u2013 peut demander l\u2019accession, les n\u00e9gociations d&rsquo;adh\u00e9sion ne peuvent pas commencer sans une d\u00e9cision unanime du Conseil.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Le processus suppose \u00e9galement de remplir les crit\u00e8res d\u2019adh\u00e9sion \u2013 institutions stables, \u00e9conomie de march\u00e9 viable, aptitude \u00e0 assumer et \u00e0 honorer les obligations d\u00e9coulant de l&rsquo;adh\u00e9sion \u2013 et d\u2019adopter l&rsquo;acquis communautaire \u2013 l&rsquo;ensemble du corpus juridique qui lie les \u00c9tats-membres. La reconnaissance du statut \u00ab&#160;d\u2019\u00c9tat candidat&#160;\u00bb ouvre donc de tr\u00e8s longues n\u00e9gociations. Aujourd\u2019hui cinq pays sont officiellement candidats \u00e0 l\u2019adh\u00e9sion&#160;: l\u2019Albanie, la Mac\u00e9doine du Nord, le Mont\u00e9n\u00e9gro, la Serbie et la Turquie. La Bosnie et le Kosovo sont des candidats potentiels.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>La demande envoy\u00e9e hier par Kiev, qui a un fort poids symbolique, doit maintenant \u00eatre \u00e9tudi\u00e9e par le Conseil, qui pourrait demander un avis \u00e0 la Commission europ\u00e9enne. C\u2019est elle qui devrait par la suite \u00e9valuer la potentielle candidature de l&rsquo;Ukraine. Le processus peut prendre plus de 18 mois selon un fonctionnaire europ\u00e9en, m\u00eame s\u2019il peut \u00eatre acc\u00e9l\u00e9r\u00e9. En effet, le Parlement europ\u00e9en devrait adopter aujourd\u2019hui une r\u00e9solution pour soutenir la candidature de l&rsquo;Ukraine au statut de candidat. Plusieurs \u00c9tats-membres, dont la Gr\u00e8ce, la Roumanie, la Pologne et les pays baltes, la R\u00e9publique tch\u00e8que, la Slovaquie et la Slov\u00e9nie ont annonc\u00e9 leur soutien.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Concernant la question de la guerre, l\u2019Union conna\u00eet un pr\u00e9c\u00e9dent&#160;: malgr\u00e9 l\u2019invasion turque et la partition de l\u2019\u00eele, Chypre a adh\u00e9r\u00e9 \u00e0 l\u2019Union europ\u00e9enne en 2004 en tant que territoire occup\u00e9 <em>de facto<\/em>. La l\u00e9gislation europ\u00e9enne est suspendue dans les zones o\u00f9 le gouvernement chypriote n\u2019exerce pas de contr\u00f4le effectif. Conform\u00e9ment aux trait\u00e9s (article 42\u00a77 TUE) si une agression arm\u00e9e survient sur le territoire d\u2019un \u00c9tat membre, les autres \u00c9tats membres lui doivent aide et assistance, y compris par l\u2019emploi de la force arm\u00e9e, conform\u00e9ment \u00e0 l\u2019article 51 de la Charte des Nations Unies.
