Boko Haram (BH), dont l\u2019insurrection de matrice islamiste contre le gouvernement Nig\u00e9rian a d\u00e9but\u00e9 en 2009, a depuis lors durablement d\u00e9stabilis\u00e9 ce pays et frapp\u00e9 ses voisins, le Cameroun et le Niger&#160;; ces trois pays ont, avec le B\u00e9nin, form\u00e9, en 2015, la force d\u2019intervention conjointe multinationale (MNJTF) pour d\u00e9faire le groupe terroriste. Les attaques de BH, qui a pr\u00eat\u00e9 all\u00e9geance \u00e0 l\u2019Etat Islamique en 2015, auraient fait 34 000 morts, sans compter les enl\u00e8vements de centaines de jeunes filles.<\/p>\n\n\n\n<p>Le pr\u00e9sident du Nig\u00e9ria, Muhammadu Buhari, \u00e9lu en 2015, avait promis l\u2019annihilation totale de BH et clame depuis des mois la d\u00e9confiture du groupe terroriste. On observe cependant une recrudescence des attaques et la menace ne faiblit pas. Faisant montre d\u2019un certain pragmatisme et rejetant la maxime selon laquelle \u00ab&#160;il ne faut pas n\u00e9gocier avec les terroristes&#160;\u00bb, le gouvernement Nig\u00e9rian m\u00e8ne depuis plusieurs mois des pourparlers de paix secrets avec la branche de Boko Haram plac\u00e9e sous les ordres de Abu Musab Al-Barnawi. La branche de Abubakar Shekau, en revanche, est toujours dans une opposition radicale \u00e0 l\u2019ordre \u00e9tatique.<\/p>\n\n\n\n<p>Le politologue Akinola Olojo rel\u00e8ve que l\u2019approche exclusivement militaire a montr\u00e9 ses limites et s\u2019av\u00e8re contre-productive parce qu\u2019elle contribuait \u00e0 renforcer l\u2019assise sociale de BH. L\u2019approche duale qui associe la voie militaire \u00e0 la m\u00e9diation s\u2019imposant presque naturellement, les modalit\u00e9s de n\u00e9gociation doivent \u00eatre bien pens\u00e9es. En effet, la d\u00e9faite de BH est un enjeu \u00e9minemment \u00e9lectoral pour l\u2019actuel pr\u00e9sident du Nig\u00e9ria qui briguera \u00e0 nouveau la magistrature supr\u00eame en 2019.
