{"id":125650,"date":"2021-11-23T08:06:00","date_gmt":"2021-11-23T07:06:00","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=125650"},"modified":"2021-11-23T17:23:40","modified_gmt":"2021-11-23T16:23:40","slug":"les-membres-de-lunion-dialoguent-sur-letat-de-droit","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2021\/11\/23\/les-membres-de-lunion-dialoguent-sur-letat-de-droit\/","title":{"rendered":"Les membres de l&rsquo;Union dialoguent sur l&rsquo;\u00c9tat de droit"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li>La Commission a men\u00e9 une \u00e9valuation de l\u2019\u00c9tat de droit dans les 27 pays membres qui se concentre sur quatre piliers principaux&#160;: le syst\u00e8me de justice, le cadre de lutte contre la corruption, le pluralisme des m\u00e9dias et les autres pouvoirs et contre-pouvoirs institutionnels.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Un rapport sur l\u2019\u00c9tat de droit avait \u00e9t\u00e9 publi\u00e9 en juillet 2021 par la Commission europ\u00e9enne, second rapport sur ce sujet&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-125650' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/11\/23\/les-membres-de-lunion-dialoguent-sur-letat-de-droit\/#easy-footnote-bottom-1-125650' title='&lt;a href=&quot;https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/fr\/ip_21_3761&quot; target=&quot;_blank&quot; rel=&quot;noreferrer noopener&quot;&gt;https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/fr\/ip_21_3761&lt;\/a&gt;'><sup>1<\/sup><\/a><\/span><\/span>, qui traite \u00e0 la fois de la situation globale de l\u2019Union et de chacun des pays membres, \u00e0 partir des quatre piliers d\u00e9j\u00e0 cit\u00e9s. La tr\u00e8s grande majorit\u00e9 du public per\u00e7oit la justice comme ind\u00e9pendante en Autriche, Finlande, Allemagne, Pays-Bas et au Luxembourg (plus de 75&#160;%). Au contraire, la Croatie, la Pologne et la Slovaquie pr\u00e9sentent des taux de confiance inf\u00e9rieurs \u00e0 30&#160;%.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>La question de la conditionnalit\u00e9 des fonds de relance \u00e0 la pr\u00e9sence d\u2019un v\u00e9ritable \u00c9tat de droit n\u2019a pas encore \u00e9t\u00e9 tranch\u00e9e. En effet, m\u00eame si elle est&nbsp; officiellement entr\u00e9e en vigueur le 1er janvier 2021, elle reste difficile \u00e0 impl\u00e9menter. Les dirigeants de l\u2019Union ont demand\u00e9 \u00e0 la Commission de ne pas d\u00e9clencher le m\u00e9canisme jusqu\u2019\u00e0 ce qu\u2019une d\u00e9cision de la Cour de justice de l\u2019Union soit rendue.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Les relations Union-Royaume-Uni seront \u00e9galement \u00e0 l\u2019ordre du jour de ce Conseil. Des n\u00e9gociations doivent se tenir cette semaine pour apaiser les tensions autour du statut de l\u2019Irlande du Nord (int\u00e9gr\u00e9e de fait dans le march\u00e9 europ\u00e9en), que Londres souhaite ren\u00e9gocier.
