Un an plus tard, en juin 2021, les membres de l\u2019OTAN r\u00e9unis \u00e0 Bruxelles ont adopt\u00e9 l\u2019agenda OTAN 2030.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>L\u2019agenda se propose de renforcer les consultations et la coordination politiques entre \u00c9tats membres, en tant qu\u2019unique instance rassemblant quotidiennement l\u2019Europe et l\u2019Am\u00e9rique du Nord. Il rappelle l\u2019importance de d\u00e9fendre l\u2019ordre international fond\u00e9 sur des r\u00e8gles, en collaborant avec des partenaires partageant les m\u00eames valeurs, et en contradiction directe avec des \u00c9tats comme <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/09\/21\/comment-eviter-une-guerre-entre-la-chine-et-les-etats-unis\/\">la Russie et la <\/a><a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/09\/21\/comment-eviter-une-guerre-entre-la-chine-et-les-etats-unis\/\" target=\"_blank\" rel=\"noreferrer noopener\">C<\/a><a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/09\/21\/comment-eviter-une-guerre-entre-la-chine-et-les-etats-unis\/\">hine<\/a>. Bien s\u00fbr, l\u2019aspect militaire de l\u2019OTAN est r\u00e9affirm\u00e9 et l\u2019objectif de 2&#160;% du PIB consacr\u00e9 aux arm\u00e9es en 2024 consolid\u00e9.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/aVO5C\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>L\u2019agenda propose de \u00ab&#160;pr\u00e9server notre avance technologique&#160;\u00bb, notamment \u00e0 travers le futur acc\u00e9l\u00e9rateur civilo-militaire d\u2019innovation de d\u00e9fense pour l\u2019Atlantique Nord (DIANA). Il s\u2019agit aussi d\u2019investir dans les domaines comme le contre-terrorisme, mais aussi de favoriser la transition \u00e9cologique des \u00e9quipements militaires.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Enfin, l\u2019agenda accorde une part importante \u00e0 l\u2019am\u00e9lioration de la r\u00e9silience et \u00e0 l\u2019\u00e9laboration du prochain concept strat\u00e9gique de l\u2019OTAN, c\u2019est-\u00e0-dire le document qui pr\u00e9sente \u00ab&#160;le contexte de s\u00e9curit\u00e9 global dans lequel l\u2019Organisation \u00e9volue, rappelle l\u2019objectif immuable de l\u2019OTAN, d\u00e9finit ses t\u00e2ches fondamentales et donne les orientations strat\u00e9giques pour son adaptation politique et militaire&#160;\u00bb.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Cet agenda a \u00e9videmment souffert de nombreuses critiques. En France, des hauts-grad\u00e9s de l\u2019arm\u00e9e ont critiqu\u00e9 les atteintes \u00e0 la souverainet\u00e9 des \u00c9tats que l\u2019agenda OTAN 2030 pourrait amener, dans la mesure o\u00f9 il surestimerait les menaces de la Russie (<a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/10\/18\/la-russie-ferme-le-bureau-de-representation-de-lotan-a-moscou\/\" target=\"_blank\" rel=\"noreferrer noopener\">qui a ferm\u00e9 le bureau de repr\u00e9sentation de l\u2019OTAN \u00e0 Moscou<\/a>) et de la Chine et chinoise afin d\u2019embarquer tous les Europ\u00e9ens derri\u00e8re une strat\u00e9gie essentiellement am\u00e9ricaine. Le S\u00e9nat fran\u00e7ais a \u00e9galement fait part de craintes selon lesquelles les objectifs de la Boussole strat\u00e9gique europ\u00e9enne risquent d\u2019\u00eatre align\u00e9s sur l\u2019agenda OTAN 2030, les deux documents ayant des calendriers et des horizons temporels assez similaires comme nous vous le disions plus haut.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Le pr\u00e9sident Emmanuel Macron, <a href=\"https:\/\/legrandcontinent.eu\/fr\/2020\/11\/16\/macron\/\" target=\"_blank\" rel=\"noreferrer noopener\">dans son entretien au Grand Continent<\/a>, nous confiait sa vision de l\u2019Europe et affirmait ainsi que celle-ci \u00ab&#160;a \u00e9norm\u00e9ment d\u2019impens\u00e9s.
