Ainsi l\u2019Inde, troisi\u00e8me \u00e9metteur mondial de gaz \u00e0 effet de serre, dirig\u00e9e par Narendra Modi, qui sera pr\u00e9sent au sommet de Glasgow , a affirm\u00e9 qu\u2019elle n\u2019atteindra tr\u00e8s probablement pas la neutralit\u00e9 carbone d\u2019ici 2050, notamment du fait de l\u2019insuffisance de l\u2019aide internationale pour les pays en d\u00e9veloppement. Les pays d\u00e9velopp\u00e9s s\u2019\u00e9taient engag\u00e9s, \u00e0 Copenhague en 2009, \u00e0 fournir 100 milliards de dollars par an \u00e0 partir de 2020 pour financer la transition \u00e9nerg\u00e9tique.
