{"id":124216,"date":"2021-10-27T16:14:10","date_gmt":"2021-10-27T14:14:10","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=124216"},"modified":"2021-10-28T11:23:00","modified_gmt":"2021-10-28T09:23:00","slug":"la-fin-de-la-coalition-de-gauche-au-portugal","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2021\/10\/27\/la-fin-de-la-coalition-de-gauche-au-portugal\/","title":{"rendered":"La fin de la coalition de gauche au Portugal&#160;?"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li>Le gouvernement socialiste d\u2019Antonio Costa est \u00e0 la t\u00eate du r\u00e9gime semi-pr\u00e9sidentiel portugais depuis 2015 mais n\u2019est pas majoritaire au Parlement et le Parti Socialiste a besoin du soutien des trois autres partis avec lesquels il a sign\u00e9 des accords bilat\u00e9raux&#160;: le PCP, les Verts, et le Bloc des Gauches, pour pouvoir gouverner dans le cadre de cette union de la gauche surnomm\u00e9e par certains \u201cgeringon\u00e7a\u201d&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-124216' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/27\/la-fin-de-la-coalition-de-gauche-au-portugal\/#easy-footnote-bottom-1-124216' title='Que l\u2019on peut traduire par \u201cbidule\u201d ou \u201ctruc\u201d.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>L\u2019alliance de ces quatre partis est in\u00e9dite en quarante ans de vie politique&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-124216' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/27\/la-fin-de-la-coalition-de-gauche-au-portugal\/#easy-footnote-bottom-2-124216' title='&lt;em&gt;Le Monde Diplomatique&lt;\/em&gt;, &lt;a href=&quot;https:\/\/www.monde-diplomatique.fr\/2017\/10\/DARCY\/58001&quot;&gt;\u00ab&amp;#160;Geringon\u00e7a&amp;#160;\u00bb, l\u2019alliance inattendue&lt;\/a&gt;, Marie-Line Darcy et Gwena\u00eblle Lenoir, octobre 2017'><sup>2<\/sup><\/a><\/span><\/span>, alors que la coalition de droite au pouvoir depuis 2011 \u00e9tait majoritaire dans les sondages et que la potentielle alliance de gauche faisait face \u00e0 des dissensus notables, notamment sur les questions europ\u00e9ennes, le PS \u00e9tant pro-europ\u00e9en et pro-euro face \u00e0 un PCP et un Bloc des Gauches bien plus sceptiques voire hostiles.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Cette alliance a fini de se d\u00e9sagr\u00e9ger depuis 2019, avec le d\u00e9but du second mandat d\u2019Antonio Costa. La loi de Finances 2021 avait d\u00e9j\u00e0 fait face \u00e0 des oppositions &#8211; le Bloc des Gauches avait vot\u00e9 contre tandis que communistes et Verts s\u2019\u00e9taient abstenus &#8211; du fait des d\u00e9ceptions caus\u00e9es \u00e0 l\u2019extr\u00eame gauche par la politique du gouvernement socialiste. Les alli\u00e9s du Parti Socialiste demandent alors plus que les hausses des retraites et du budget du service de sant\u00e9 pr\u00e9vues, et notamment des mesures pour r\u00e9former le Code du travail.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Du refus du gouvernement d\u2019augmenter le salaire des enseignants au message chaleureux du Pr\u00e9sident Costa \u00e0 Emmanuel Macron, la coalition a connu une s\u00e9rie de crises depuis 2019&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-124216' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/27\/la-fin-de-la-coalition-de-gauche-au-portugal\/#easy-footnote-bottom-3-124216' title='&lt;em&gt;Le Monde&lt;\/em&gt;, &lt;a href=&quot;https:\/\/www.lemonde.fr\/international\/article\/2019\/05\/24\/la-coalition-de-gauche-au-pouvoir-au-portugal-resiste-aux-scandales_5466885_3210.html&quot;&gt;La coalition de gauche au pouvoir au Portugal r\u00e9siste aux scandales&lt;\/a&gt;, Marie Charrel, 24 mai 2019'><sup>3<\/sup><\/a><\/span><\/span>, malgr\u00e9 la qualit\u00e9 de son bilan \u00e9conomique, le taux de ch\u00f4mage \u00e9tant pass\u00e9 de 17&#160;% lors de la crise du d\u00e9but des ann\u00e9es 2010 \u00e0 6&#160;% en 2019. Le taux de ch\u00f4mage \u00e9tait, en avril 2021, de 6,5&#160;%.&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/KKcQn\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Le Pr\u00e9sident, Antonio Costa, menace le Parlement d\u2019une dissolution si le projet de loi n\u2019\u00e9tait pas vot\u00e9 du fait de l\u2019opposition de ses alli\u00e9s de gauche. Les \u00e9lections l\u00e9gislatives, qui n\u2019\u00e9taient pr\u00e9vues qu\u2019en 2023, pourraient donc \u00eatre avanc\u00e9es.
