Hamdok, les \u00e9meutiers campaient sous des dizaines de tentes aux portes du palais pr\u00e9sidentiel o\u00f9 si\u00e8gent les autorit\u00e9s de transition et assurent qu&rsquo;ils n&rsquo;en partiront qu&rsquo;une fois le gouvernement limog\u00e9. Le ministre des Finances a eu aussi l\u2019aval des \u00c9mirats&nbsp;le 12 octobre.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Apr\u00e8s s\u2019\u00eatre inqui\u00e9t\u00e9 un temps du gain que le gouvernement civil pouvait retirer de l\u2019all\u00e8gement de la dette ext\u00e9rieure, les services secrets soudanais (<em>Sudanese National Intelligence and Security Service<\/em> (NISS)) ont compris que ce n\u2019\u00e9tait pas la d\u00e9mocratie mais la stabilit\u00e9 \u00e9conomique qui \u00e9tait la priorit\u00e9 des partenaires ext\u00e9rieurs du Soudan. Par ailleurs, \u00e0 Paris, il y a quelques jours, les plus hauts responsables de l\u2019agence soudanaise de renseignement ont eu des contacts avec leurs homologues fran\u00e7ais.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>La reprise en main du 25 octobre 2021 est une revanche de la vieille garde du NISS dont le l\u00e9gendaire patron, Salah Abdallah Mohamed Saleh, connu sous le nom de Salah Gosh, ou Gosh tout court, avait \u00e9t\u00e9 remerci\u00e9 par Kabashi lors des \u00e9meutes qui avaient \u00e9branl\u00e9 le r\u00e9gime autoritaire d\u2019Omar el B\u00e9chir. Ce dernier s\u2019\u00e9tait tourn\u00e9 vers l\u2019exp\u00e9rience autoritaire et religieuse de la Malaisie, mais loin du tigre vert asiatique, l\u2019arm\u00e9e et les s\u00e9curocrates soudanais avaient phagocyt\u00e9&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-6-124173' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/26\/coup-detat-au-soudan-une-transition-sans-vision-est-elle-possible\/#easy-footnote-bottom-6-124173' title='\u201cOne of the most pernicious legacies of this dynamic stems from the fact that various security forces were so often paid in concessions rather than cash. The Sudanese economy is massively distorted by the pervasive presence of military companies and other interests operating on privileged terms throughout a wide variety of industries.&lt;sup&gt; &lt;\/sup&gt;Sudan\u2019s peripheries are impoverished by the longstanding practice of official, semi-official, and rebel forces funding themselves (whether with regime authorization or independently) through looting, dubious forms of taxation, profit-sharing with local merchants and control over natural resource extraction and export (licit and illicit). The switch to an exclusively salary- based compensation system is a fraught task further complicated by multiple competing demands \u2013 the need to shrink the security forces to an affordable size, the need to expand police services (or come up with alternative local security options) in a difficult-to-police geographic and political context, and the need to avoid alienating current members of the security forces to the point of triggering mutinies and coup attempts.\u201d &lt;em&gt;Sudan\u2019s Political Marketplace in 2021&lt;\/em&gt;, Public &lt;em&gt;and Political Finance, the Juba Agreement and Contests Over Resources&lt;\/em&gt;, Jean-Baptiste Gallopin, Eddie Thomas, Sarah Detzner and Alex de Waal, LSE, May 2021.'><sup>6<\/sup><\/a><\/span><\/span> une bonne partie de l\u2019\u00e9conomie, tout comme les forces arm\u00e9es \u00e9gyptiennes de Sissi.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Mais quelle \u00e9tait la cl\u00e9 de la long\u00e9vit\u00e9 (30 ans) du pouvoir d\u2019Omer el B\u00e9chir&nbsp;&#160;? Une triple alliance de l\u2019arm\u00e9e, de la religion&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-7-124173' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/26\/coup-detat-au-soudan-une-transition-sans-vision-est-elle-possible\/#easy-footnote-bottom-7-124173' title='How Important is Religion&amp;#160;? Il s\u2019agit de Muhammad Ahmad, dit \u2018le Mahdi\u2019 (1844-1885), homme politique et religieux soudanais qui parvient \u00e0 vaincre les occupants ottomans et britanniques et \u00e0 fonder un proto-\u00c9tat qui survivra \u00e0 sa mort, jusqu\u2019en 1899.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Outre ses int\u00e9r\u00eats mat\u00e9riels, l\u2019\u00e9lite martiale soudanaise porte cette vision qui constitue ce que l\u2019on pourrait nommer le Soudan vert par r\u00e9f\u00e9rence \u00e0 l\u2019analyse de Francis Deng&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-8-124173' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/26\/coup-detat-au-soudan-une-transition-sans-vision-est-elle-possible\/#easy-footnote-bottom-8-124173' title='GREEN IS THE COLOR OF THE MASTERS, The Legacy of Slavery and the Crisis of National Identity in Modern Sudan, Francis M. Thus neither side got all it wanted, even over its key demands. The GOS\u2019s Islamic vision stopped at the borders of the South, and it had to accept the possibility that the country would split in two. Le transfert de la plus grande partie de la richesse p\u00e9troli\u00e8re au Sud Soudan a \u00e9galement accru la volont\u00e9 de la nomenklatura conservatrice de Khartoum de s\u2019appuyer sur les g\u00e9n\u00e9raux et de ne rien c\u00e9der \u00e0 un lib\u00e9ralisme import\u00e9 ou \u00e0 des int\u00e9r\u00eats \u00e9trangers qui feraient concurrence au capitalisme local.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Les pays du Golfe et l\u2019\u00c9gypte se retrouvent en ligne avec ce retour \u00e0 la polyarchie militaire. Celle-ci via le NISS a des relations \u00e9troites avec Washington et Isra\u00ebl. L\u2019op\u00e9ration soudanaise de s\u00e9duction de la France avait commenc\u00e9 il y a quelques ann\u00e9es quand El B\u00e9chir et Gosh \u00e9taient encore \u00e0 la man\u0153uvre. Grands groupes \u00e9conomiques et financiers, journalistes r\u00e9mun\u00e9r\u00e9s et hommes politiques ont contribu\u00e9 \u00e0 la man\u0153uvre. Pourquoi les derniers \u00e9v\u00e9nements devraient-ils contrarier ce nouveau consensus&nbsp;&#160;?
